관료적 자율성의 영향요인에 관한 연구: 45개 중앙행정기관을 중심으로

초록

관료의 자율성 내지 재량권에 관한 논의는 행정학 역사에서 계속되고 있는 주요 쟁점 가운데 하나지만, 그 중요성에 비하여 관련 실증연구는 드문 편이다. 본 연구는 한국의 관료적 자율성에 대한 논의에 징검다리가 되고자 하는 목적으로, 한국의 45개 중앙정부기관을 대상으로 관료적 자율성의 여러 개념 중, 입법적 자율성에 초점을 맞추어, 어떠한 요인들이 입법적 자율성에 영향을 미치는가를 실증 분석하였다. 분석결과, 여러 가지 조직자원-재정자원, 조직연령, 기관장의 특성, 제도적 자원-과 기관의 유형에 따른 차이가 입법적 자율성에 일정한 영향을 미친다는 사실을 발견했다. 그러나 관료적 자율성이라는 추상적 개념에 대한 측정의 어려움은 여전히 남아있으며, 그러한 연구의 한계를 극복하기 위하여 앞으로 관료적 자율성에 대한심도 깊은 논의와 측정지표의 개발이 이루어질 필요가 있다.

Abstract

Although bureaucratic autonomy has been one of the hottest topics through the history of Public Administration, few study involved in an empirical research mainly because of the difficulty in measuring a highly abstract concept of bureaucratic autonomy. The purpose of this study is to explore the determinants of bureaucratic autonomy, utilizing a two-step quantitative analysis. In specific, this study adopts legislative autonomy as a construct of bureaucratic autonomy. Using data from the 45 central government agencies in Korea, the analysis shows that 1) organizational resources such as financial resources, institutional resources, and individual characteristics of Minister are positively associated with bureaucratic autonomy, 2) both functional and institutional differences in the 45 central government agencies also positively associated with bureaucratic autonomy.
