본 연구의 목적은 Meier(1993)가 집대성한 ‘관료조직 권력(bureau power)’의 영향요인들을 비판적으로 검토하면서 이들 이외에 ‘관료제 권력(bureaucratic power)’에 영향을 미칠 수 있다고 생각되는 변수들을 탐색하여 찾은 후 이를 실증적으로 검정함으로써 Meier(1993)의 모형을 재구성하려는 데 있다. Meier(1993)는 Rourke(1984)를 창조적으로 계승ㆍ발전시켜 ‘관료조직의 권력’은 “정책 환경, 공공의 지지, 관료조직의 전문지식, 응집력, 그리고 리더십의 함수”라고 정리하였다. 이 모형은 이전의 연구자들이 단편적이고 분절적으로 제시했던 관료조직 권력의 영향요인들을 가장 체계적으로 집대성하였다는 점에서 이론적으로 특별한 가치를 지닌다. 하지만, 이는 관료제 권력의 개념을 ‘관료제 기관 권력(agency power)’으로까지 확대했을 때는 다소 불충분한 설명일 수 있다. 이에 따라 본 연구에서는 ‘관료제 권력’을 ‘(부서 수준의) 관료조직 권력’과 ‘관료제 기관 권력’으로 개념적으로 구분하면서, Meier(1993) 모형이 온전히 포착하지 못한 ‘관료제 기관 권력’의 영향요인들을 추가로 탐색하여 실증적으로 규명함으로써 Meier(1993) 모형의 이론적 완결성을 다소나마 보강해보고자 하였다. 이와 관련하여 박천오(2005)는 예산과 인력규모, 기관의 법적ㆍ공식적인 권한, 그리고 기관 자체의 역사와 전통 등의 내부요인들을 추가로 제시한 바 있는데, 본 연구에서는 박천오(2005)에 의해 제시된 변수들을 중심으로 독립변수를 구성하여 한국의 40개 중앙행정기관을 대상으로 실증분석을 시도하였다. 그 결과, 관료제 기관의 인력규모, 예산규모, 조직규모, 기관의 역사와 전통, 그리고 법적ㆍ공식적 권한은 관료제 권력에 유의미한 영향을 미치는 변수임이 통계적으로 검정되었다. 인력규모는 네트워크에 유의미한 영향을 미쳤고(=4.40, p<.01). 예산규모는 자율성과 네트워크에 유의미한 영향을 미쳤으며(=3.29, p<.01; =3.16, p<.05), 조직규모와 설립연한 그리고 법적ㆍ공식적 권한은 잉여력에 유의미한 영향을 미치는 것으로 나타났다(=.56, p<.01; =.30, p<.05; =3.81, p<.05).
Abstract
The purpose of this study is (1) to clarify the factors of bureau power suggested by Meier(1993), (2) to find and examine new influential factors on power of bureaucracy, and (3) to reconfigure Meier’s model(1993). This study examines new influential factors targeted to 40 central administration agencies in Korea. The results in this study support personnel size, budget size, bureau size, age, legal and formal authority as the factors on bureaucratic power.
