R&D 관리기관의 조직변동과 그 영향요인에 관한 연구 - 정보통신연구진흥원 (IITA) 사례를 중심으로 -

이명박 정부 출범으로 산업자원부 전체와 정보통신부의 정보통신산업진흥기능이 통합되어 지식경제부가 되면서 산하의 R&D 관리기관들도 통합되었다. 이 연구는 정통부 산하였다가, 지경부 산하로 이관되면서 조직 통폐합을 경험한 정보통신연구진흥원(IITA)의 생성, 발전, 소멸에 이르는 조직변동과 그 영향 요인들을 기술·탐색해 보고자 했다. 이를위해 기존의 문헌을 통해 IITA의 조직변동에 영향을 미쳤으리라 생각되는 정부변동 요인, 주무부처의 요인, 예산부처의 요인, 과학기술부처 요인 등 외부요인과 기관의 역량 및 대응 등 내부요인들을 추출하여, 이를 조직변동 단계별로 살펴보았다. 연구결과 IITA는 대리인 기관의 한계를 가지고 있어서, 정부 변동과 같은 외부의 변동에 매우 종속적이었다는 점을 확인할 수 있었다. 특히 주무 부처의 조직 운명은 IITA의 조직변화에 직접적인 영향을 미치는 것으로 나타났다. 일상적인 변동 상황에서는 주무부처의 영향력이 매우 컸으며, 예산담당 부처는 모든 부분에서 그 영향력이 컸다. 과학기술 주무부처의 영향력은 전체적으로 미미했다. 또한 주무부처와 관계에서 관리기관의 순응은 관리기관의 성장에 적지 않은 영향을 미친 것으로 확인되었다. 이 연구에서는 R&D관리기관의 통폐합이 관련 업무들의 조정 차원에서는 바람직할 수도 있지만, 조직의 중요한 메모리를 상실할 수 있음을 시사하였다. 또한 우리나라에서는 연구관리기관이 정부의 대리인 기관으로서 정부 부처 요인의 영향을 많이받기 때문에 네트워크 거버넌스 차원에서 요구되는 연구공동체와 정부부처의 중간자 역할을 제대로 수행하지 못하고 있음도 언급하였다.
Abstract
This research aims to describe the factors affecting the organizational change of the Institute for Information Technology Advancement(IITA). Recently, the IITA was consolidated with other funding agencies and became dissolved because of the merger of its host ministry, the Ministry of Information and Communication(MIC) with the Ministry of Commerce, Industry and Energy(MOCIE). Through the literature review, this research identified several possible explanatory factors contributing to the organizational change in public sector. Some of them were external factors such as governmental change, host ministry, budget ministry and S&T ministry. Others were internal factors like the in 288 stitute’s responsiveness to the environment and it’s capacity to mobilize resources. In applying these factors to the case, this research divided several stages of organizational change: birth, stability, growth and death. The research results were as follows: Among the affecting factors, the governmental change was fundamental and profound. And, as a government’s affiliated institute, the agency appeared to follow the organizational fate of the host ministry. Also the budget ministry has been a major player in every stage of the change. The agency’s compliance to the host ministry was also very important for agency’s growth and stability. The S&T ministry’s role was not significant in every stage. The consolidation of the funding agencies can be regarded as desirable in terms of coordination of R&D policy. However, I found out that the change could cause a loss of memory and knowledge in the specific R&D management field. Moreover, this research implied that the Korean R&D management institutes have not worked as mediators for the research community because the institutes have depended heavily on the government. Regarding this, in the network situation, the mediator role of the R&D management institute should be seriously considered in the future.
