미국의 교육불평등(educational inequality)에 대한 조기 개입 정책: 헤드스타트(Head Start)의 분석 및 정책적 시사점 도출

초록

본 논문은 교육불평등(educational inequality) 해소와 관련한 가장 오래된 사업으로 평가받고 있는미국의 헤드스타트 프로그램을 연방정부 및 지역단위 차원에서 동시에 분석해 보고, 이를 토대로우리나라에서 시행하고 있는 교육불평등 완화 정책의 적실성을 제고하기 위한 시사점을 제공하고자하는 것이다. 이러한 연구목적을 달성하기 위하여 우선 이론적인 측면에서 교육불평등의 의의를살펴보고, 미국의 교육불평등 대처정책인 헤드스타트를 관리운영, 재정, 프로그램, 성과관리, 사회적지원이라는 다섯 가지 변수를 중심으로 분석하였다. 보다 구체적으로 연구 틀(framework)에 입각하여헤드스타트를 연방정부 및 지역단위 차원에서 실증적으로 분석하였다. 여기서 지역단위의 헤드스타트사례는 Texas주 Dallas시를 중심으로 분석하였다. 분석결과 헤드스타트는 단일법 체제와 지도자의강력한 의지 아래에서 안정성·지속성 확보, 체계적인 지원, 프로그램의 질 개선을 위한 노력, 부모의적극적인 참여, 지역맞춤형 프로그램 개선과 같은 특징 등이 발견되었다. 이를 바탕으로 우리나라의교육불평등 완화 정책의 적실성을 제고하기 위하여 유사중복 사업의 정리, 단일법안 마련, 양적인팽창이 아닌 질적인 개선을 위한 노력, 지역맞춤형 프로그램의 개발 및 지역사회와의 연계 촉진과이를 반영한 성과지표 개발, 사회적 자원의 적극적 활용 등과 같은 제언을 수행하였다.

Abstract

The purpose of this paper is to scrutinize the Head Start Program of the United States, which is recognized as one of the oldest projects to tackle educational inequality, and to make suggestions to enhance the relevance of the government policies targeting to alleviate educational inequality in Korea. To the end, this paper first reviewed the concept of educational inequality and established the analytical framework including the five variables of management system, finance, program contents, performance evaluation, and social support system. The next chapter undertook an empirical investigation into the Head Start Program at both federal and local levels, based on the above-mentioned five variables. The Head Start Program of Dallas,Texas was selected as a target of case study. As a result of analysis, the following could be suggested as the factors that made the Head Start Program a successful project to tackle educational inequality in the United States: unified legal system; stable political leadership and the long-term sustainability of the program; the systematic support system; continuous efforts to improve the quality of the program; the active participation of the parents of beneficiaries;and customization at local level. The conclusion of this paper suggested the implications of the Head Start Program for the improvement of the relevant educational policies in Korea.
