점증적 변화만으로는 설명할 수 없는 대폭적인 변화가 종종 관찰되면서 점증주의만으로는예산변화를 충분히 설명할 수 없다는 공격을 받게 된다. 이러한 변화는 정책과 예산의 변동을 정규적변동과 패러다임적 변동을 통합할 수 있는 개념을 요구하게 되었다. 단절균형이론을 적용해 우리나라 지방정부지출 변동패턴을 분석하고, 영향을 미치는 변수를찾아냈다. 대체로 점증적 변동의 범위 내에서 변화를 하고 있으나 간헐적으로 극단적인 변동을보이며, 세첨분포를 하고 있음을 확인할 수 있었다. 단절영향요인에 대한 분석을 실시한 결과 ‘선거’변수와 ‘인구’ 변수가 단절 발생확률을 증가시키는 것으로 나타났다. 본 연구는 지방정부의 지출의패턴을 검증하고, 단절의 영향요인을 밝힘으로써 미래의 발생할 변수에 대한 대처를 할 근거를제공하고 있다. 최근 미국을 중심으로 이뤄지던 연구의 범위를 확장해 이론적 보편성을 확보하는데기여했다.
Abstract
Budgetary incrementalism has been criticized because of its unsatisfactory expalanation of drastic changes in recent budgets. Developing new budgetary theory is required, which is enough to expalin both regular and irregular budget changes. As applying punctuated equilibrium theory (PET) to Korean local governmental budgets, we find both changing patterns of budgets and factors influencing budget changes. It is found that, in general, budgets are changed regularly, but there are some drastic budget changes with leptokurtosis distribution. From the research on a series of budgets, it is also found that factors influencing on budget punctuation are both election and population, which accelcerating budget punctuation. This research yields two contributions. The first contribution is to help budget forecasting by distinguishing expenditure paterns and factors of budget punctuation. The second contribution is to further generalize the PET by applying to Korean local government budgets.
