광역자치단체의 경상적 지출 분석

최근 지방 경상적 지출이 증가하는 추세이다. 본고는 이렇게 증가하는 경상적 지출이 동태적인 측면에서 지역경제와 어떤 관계를 맺고 있는지, 그리고 그 증가요인은 자체재원에 따른 것인지 의존재원에 따른 것인지 분석하였다. 분석 이전에 패널 단위근 검정과 패널 공적분 검정을 통하여 변수의 안정성을 검증하고 Hausman 검정으로 적절한 모형을 선택하여 분석 결과의 통계적 유의성을 높였다. 분석 결과 지방 경상적 지출은 지역소득 증가에 단기간에만 영향을 미쳤으며, 의존재원보다는 지방세에 따라 증가하는 양상을 보였다. 따라서 지방 경상적 지출이 자체재원에 따라 상당한 부분이 결정되므로, 향후에는 자치단체 차원에서 경상적 지출과 투자적 지출을 적절히 조절하여 동태적 경제성장까지 감안하면서 효율적으로 세출을 집행하여야 할 것이다.
Abstract
The purpose of this article is to offer an analysis of dynamic effect of local government current expenditure on local economy and determinant factors of that expenditure. The poly-nominal distributed lag model and the local demand function for current expenditure were estimated by using panel data. The panel unit root tests and panel cointegration tests were performed before the estimations. The result of analysis showed that the local public investment expenditure have played an important role in the long-term growth of local economies, but the local public current expenditure have affected the local economies only in short-term. And the growth of local income, local tax, grant-in-aid and local population has been led the increase of current expenditure of local government. Moreover, the current expenditure has been increased its level since 1997.
