사회서비스 전달체계의 비교복지국가론적 분석: 사회적 돌봄 서비스의 5가지 복지레짐 비교를 중심으로

초록

이 연구에서는 자유주의, 보수주의, 사민주의, 남유럽, 동아시아 복지레짐(welfare regime)의 하위레짐으로서 각각의 사회서비스의 전달체계를 비교분석하였다. 연구결과 각각의 복지레짐의 역사적및 제도적 특수성의 제약 하에 상호 다른 사회서비스 전달체계의 특징을 나타내고 있었다. 시장의역할을 강조하는 자유주의 복지레짐에서는 사회서비스의 소비자로서의 측면을 강조하는 반면,시민권으로서의 성질을 강조하는 사민주의 복지레짐에서는 국가의 역할이 보다 강조되고 있다. 그러나1980년대 이후 신자유주의에 근거한 복지개혁으로 소비자의 선택을 강조하는 방향으로 개혁이진행되고 있으나 이것이 기존의 복지레짐의 기본적 특성을 완전히 바꾸고 있는 것으로 보기는어렵다는 것을 확인할 수 있었다. 한국의 사회서비스 전달체계는 기존의 생산적 발전주의 복지레짐의한계로 인하여 국가에 의한 복지전달체계가 완비되지 못한 상황에서 신자유주의적 개혁을 적극적으로수용함으로써 공공성이 부족한 상태에서 사회서비스의 시장화를 추구하는 한계가 있다. 한국에서사회서비스 전달체계를 발전시키기 위한 정책적 제안으로 첫째, 복지와 성장의 선순환을 위한전략으로서 중립적이고 합리적인 전문가와 정치적 리더십의 협력관계 속에서 행정 및 재정개혁이필요하고, 둘째, 중앙관리기구와 사회부처간의 관계를 종속적 관계가 아닌 정치적 리더십에 의하여조정되는 협력적 관계로 전환하고, 셋째, 복지전달의 책임을 지방정부에게 부여하면서 재원과 권한을실질적으로 이양하며, 사회적 돌봄과 고용과 연계된 사회적 급여복지를 분리하여 전자는 지방자치단체가 전담하고 후자는 국가의 특별행정기관이 전담하는 조직체계를 제시하였다.

Abstract

This study is to analyze the social service delivery system as inner regimes of welfare regimes such as the liberal, the conservative, the social democratic, the Southern European, and the East-Asian welfare regimes. To sum up the result of this study, each welfare regime shows different characteristics of social services delivery system with the constraints of historical and institutional peculiarities. While the liberal welfare regime emphasizes the status of consumer on the social services, the social democratic welfare regime emphasizes that of citizenship provided by the state. Although the neo-liberal welfare reform had been proceeded to the direction of enhancing consumer's choice since the 1980s, this is hard to be evaluated as the fundamental change of the basic traits of existent welfare regimes. The social services delivery system in Korea has a limitation to pursue the marketization of social services in the circumstances of incomplete public welfare delivery systems resulted from the productive welfare regime of the developmental state by accepting the neo-liberal welfare policies whole-heartedly. To make some policy suggestions for the Korean welfare state, firstly, an administrative and fiscal reform as the strategy for virtuous circle between welfare and growth is necessary in cooperation between neutral expert and political leadership. Secondly, the relationship between central administrative agencies and social affair ministries should be transformed from subordinate relation into cooperative relation that is coordinated by political leadership. Thirdly, the responsibility of delivering social services should be delegated to the local government with budget and authority.
