공동발의 네트워크는 법안을 결정하는 데 중요한 역할을 하는 의원들 간의 연합이다. 만약성폭력과 같은 사회문제를 지속적으로 다룰 수 있는 의원들 간의 네트워크가 존속된다면 이를해결하기 위한 토론 및 숙의(熟議) 과정에서 전문적 지식이 축적될 수 있으며, 이는 결국 사회문제의해결방안을 모색하는데 중요한 역할을 할 수 있게 된다. 그렇다면 공동발의 네트워크를 존속시키는구조적 변인은 무엇인가? 행위자들 간에 어떠한 관계가 나타날 때 네트워크가 형성되고 지속되는가?공동발의 네트워크가 법안이 발생하는 의회의원들 간의 네트워크라고 이해될 때, 네트워크의 지속및 존속에 대한 연구는 공동발의 네트워크의 지속을 가늠할 수 있는 하나의 방법적 접근이 될 수있다. 이를 위해 본 연구에서는 지수랜덤그래프모형(Exponential Random Graph Model, 이하 ERGM)을활용하였다.
Abstract
Cosponsorship is union among lawmakers that play an important role in determining a bill. If network among lawmakers continues, this will be able to be accumulated expertise and to play an important role in seeking the solution to social problems. Then, what is structural variables for maintaining the cosponsorship network?For this, this study used Exponential Random Graph Model. The results are as follows. Fristly, ‘reciprocity’ was statistically significant factors that affected formation of cosponsorship network. This result is consistent with previous studies. Secondly, ‘Spreading Pattern’ was statistically significant factors that affected formation of a cosponsorship network. But this variable will need to ongoing re-verification because result of this study not consistent with the results of previous studies. Thirdly, ‘Popularity’ was statistically significant factors but this variable was identified as result in contradiction to the hypothesis of this study.
