한국의 비영리부문 성장에 대한 이해: 사회자본의 역할 분석

초록

본 연구의 목적은 우리나라 비영리부문의 성장에 미치는 사회자본의 역할을 경험적 데이터를이용하여 검증하는 데 있다. 종속변수는 서울시 비영리민간단체 등록 대장에서 2007년부터2012년까지 6년에 걸쳐 등록된 비영리민간단체의 수를 각 25개 구로 나누어 측정하였다. 사회자본은자발적모임, 자치구정부에 대한 신뢰도, 자원봉사자등록률, 노동조합의 수로 측정하였다. 통제변수로는비영리부문의 성장에 영향을 미치는 다섯 가지 사회적 요인-대학진학률, 인구밀도, 조이혼률,인구이동, 국민기초생활수급자수-과 네 가지 경제적 요인-사회보장비, 정부보조금, 재산세, 기부율-을사용하였다. 데이터는 서울서베이, 자치구 통계연보, 서울통계, 국민권익위원회, 통계청 e-나라지표,서울교육청 통계연보에서 추출하였다. 패널분석결과 자원봉사활동과 노동조합활동 등 사회자본이유의미하게 비영리부문의 성장에 영향을 미치고 있었으며 최소한 서울시 비영리조직은 경제적요인보다 사회적 수요 요인에 의해 더 영향을 받고 있는 것으로 나타났다.

Abstract

The purpose of the study is to examine the impacts of social capital on the growth of thenonprofit sector in Korea. Six years of panel data between 2007 and 2012 were drawn fromvarious sources such as Seoul Survey, Anti-corruption and Civil Rights Commission, SeoulStatistics in 25 Gu-district governments, e-national index in Statistics Korea, and Statistics inSeoul Metropolitan Office of Education. A panel data regression analysis found that twodimensions of social capital-volunteering and union participation-were related to the growthof the nonprofit sector. Also, the nonprofit sector seems to respond to social demands in societywhile economic theory did not appear to explain the nonprofit growth in Seoul, Korea.
