본 연구는 GFS 2014에 규정된 발생주의기준과 현금주의 기준 지표를 보완적으로 활용할 것을 제안한다. 이른바 Dual system적 접근으로 지속 가능한 재정운영의 관점에서 발생주의 기준인 ‘순융자/순차입’지표를 활용하고, 유동성 관리 관점에서 현금주의 기준인 ‘현금흑자/적자’지표를 활용하자는 것이다. 또한 총(순)채무의 지속가능성 분석을 위해 기초재정수지를 활용할 것과 현행 ‘통합재정수지’와 ‘관리재정수지’를 발생주의 기준에 근거하여 산출할 것을 제안한다.
Abstract
This study proposes to utilize the indicators based on both accrual-basis accounting introduced and cash-basis accounting introduced in Government Finance Statistic Manual 2014, Based the approaches of the Dual system, it is suggested that accrual basis ‘net lending/net borrowing’ indicators are used from the perspectives of sustainable fiscal operation, and cash-basis ‘cash surplus/deficit’ indicators are used from the perspectives of management of liquidity. In addition, the study suggests utilizing a primary balance in order to analyze the gross(net) debt sustainability analysis, as well as calculating ‘consolidated fiscal balance’ and ‘consolidated fiscal balance excluding social security funds’ based on accrual-basis accounting.
