지방행정서비스가 지역정체성을 구축하는가: 커뮤니티웰빙의 매개가능성을 중심으로

본 논문에서는 지금까지 지방행정서비스를 선행요인으로 간주하여 커뮤니티웰빙의 6개 구성요소, 지역정체성 간 구조적관계를 설정하고 인과성에 대한 실증검증을 시도하였다. 지방행정서비스가 지역정체성을 확립한다는 인과관계에 대해서는 실무적으로 중요하지만, 이론적 관계에 대해서는 의구심이 많았다. 지역의 다양한 요소들이 상호작용하에서 형성되는 것이 지역정체성이라 볼 수 있기 때문이다. 이러한 관점에서 지방행정서비스와 지역정체성의 확립에 중요한 선행적 요인이 될 수 있음을 고려하여 문헌검토를 통해서 지방행정서비스와 지역정체성, 지방행정서비스와 커뮤니티 웰빙의 관계를 논리적으로 구성하고 분석을 시도하였다. 본 논문에서 확인할 수 있었던 몇 가지 연구결과는 다음과 같다. 우선, 지방행정서비스는 지역 정체성의 직접적인 원인은 아닐 수 있다는 점이다. 지방행정서비스는 지역의 다양한 요소에 영향을 주면서 이러한 변화를 기초로 지역정체성은 장기적으로 형성된다고 보는 것이 보다 적절한 것으로판단된다. 둘째로, 지방행정서비스와 커뮤니티웰빙의 구성요소 간에는 상당한 인과관계를 확인할 수 있었다는 점이다. 이때 지방행정서비스의 영향은 사회자본이 가장 강했으며, 자연자본, 문화 자본, 인프라자본, 경제자본의 순위로 확인되었다. 셋째로, 커뮤니티웰빙과 지역정체성의 관계에서는 인프라자본, 자연자본, 사회자본만이 인과관계를 확인하였다. 사회자본이 가장 큰 영향력을 미쳤으며, 자연자본과 인프라자본이 그 뒤를 이었다. 지역의 사회자본이 지역민의 다양한 인식 속에서 지역의 정체성 확립에 기여한다고 볼 수 있다.
Abstract
In this paper, the structural relationships between the six components of community well-being and local identity were established by considering local administration service as a preceding factor and their causality was empirically verified. Although the causal relationship that local administration service creates local identity has practical importance, many doubts have been raised about their theoretical relationship, because local identity is formed by the interactions between various elements o f the region. In this respect, considering that local administration service can be a preceding factor in the establishment of local identity, the relationships between local administration service and local identity, and between local administration services and community well-being were logically constructed and analyzed through literature review. Some research results found in this study are as follows. First, local administration service may not be a direct cause of local identity. It is more appropriate to think that the local administration service forms local identity in the long term while affecting various elements of the region. Second, there were significant causal relationships between local administration service and the components of community well-being. The effects of local administration service was on social capital the strongest, followed by natural capital cultural capital, infrastructure capital, and economic capital. Third, in the relationship between community well-being and local identity, causal relationship was only found in infrastructure capital, natural capital, and social capital. The social capital had the greatest influence, followed by natural capital and infrastructure capital. The results of this study suggest that only the social capital of the region contributes to the establishment of local identity in the various perceptions of the local residents.
