지방행정서비스와 커뮤니티웰빙 구성요소 간 관계: Kee 모형의 6개 자본요인을 중심으로

본 연구에서는 지방행정서비스가 커뮤니티웰빙의 구성요소 각각에 어떻게 관계될 수 있는지를분석해보고자 커뮤니티웰빙의 6개 구성요소와 지방행정서비스의 인과관계에 대한 구조방정식분석을 시도하였다. 이렇게 진행된 연구결과 몇 가지의 함의를 얻을 수 있었다. 첫째, 지방행정서비스는 커뮤니티웰빙의 6가지 구성요소에 모두 통계적 유의성을 확인할 수있었으며, 모두 정(+)의 관계를 확인할 수 있었다. 이러한 결과는 지방행정서비스가 커뮤니티웰빙의독립변인이라고 제시한 가설을 지지하는 결과이다. 둘째, 지방행정서비스는 모든 커뮤니티웰빙의요소 중 인프라자본, 인적자본, 자연자본에 유사한 수준의 높은 영향력을 미치고 있었다. 이는지방행정서비스가 직접적으로 영향을 줄 수 있는 도시계획 및 도시행정, 그리고 사회복지서비스및 보건과 같은 인적자본과의 관계, 녹지조성과 같은 자연공간의 확보 등과 관련된 부분일 경우그 효과가 높을 수 있음을 의미한다. 셋째, 6가지의 구성요소에 지방행정서비스가 미치는 영향력은각각 차이가 있을 수 있다. 본 연구도 이러한 가정하에 가설을 설정하였다. 사실 미세한 차이를가정한다면 모든 요소들은 차이가 있을 수 있다. 그렇지만, 본 연구에서 확인되었듯 몇몇의커뮤니티웰빙 구성요소에 미치는 지방행정서비스의 영향력은 비슷한 것들이 있었던 것으로나타났다. 즉, 인적･자연･인프라 자본의 경우는 거의 유사한 영향력을 나타내고 있었고, 문화･사회자본의 경우 역시 유사한 영향력을 나타내었다. 선행연구에서 자연자본과 인프라자본이 모두자연자원에 기반하였고, 문화자본과 사회자본이 사회자원에 기반하였다는 점에서 이러한 유사성을수용할 수 있었다
Abstract
This article tried to analysis that local administrative services have effects on communitieswellbeing's elements. Upon the employment of the higher-order factors analysis, the result showslocal administrative services have positive(+) effects on 6 capitals factors(H1-H6), and localadministrative services are better 'infra-structural capital, human capital, natural capital' than'social capital, economic capital, cultural capital. H7 is that local administrative services havea different effects 6 capital as theoretical elements of communities wellbeing. Therefore, H7is rejected in this study.
