Abstract
This paper traces how Silla(新羅) managed its military affairs(軍事) before establishing institutional mechanisms with the creation of the Byeongbu(兵部) in the early ancient period. From its origins as Saro-guk, Silla recognized military affairs as a key state responsibility alongside national affairs. Consequently, top-ranking officials, such as Ibeolchan(伊伐湌) and Ichan(伊湌), initially oversaw military affairs. During the Maripgan(麻立干) period, as Silla expanded its territory and conflicts among the Three Kingdoms intensified, there was a shift in military management. Janggun(將軍), a position dedicated solely to military affairs, was established, and responsibilities were transferred from the highest-ranking officials, indicating a change in the operational structure of the military. Military operations led by Janggun were not solely determined by the central government but involved an organic relationship with local regions. Following the annexation of surrounding small states, Silla gradually began direct military management by dispatching Seongju(城主). Seongju played an intermediary role, closely cooperating with local powers to execute large-scale military projects like fortress construction. Silla's approach to local military operations is clearly demonstrated in the construction of fortresses in the Sobaek Mountain range. To manage the rapidly increasing military administrative demands and facilitate organic communication between the central and local governments, Silla actively utilized intermediaries like Dosa(道使). Dosa leveraged the Uyeok(郵驛) and Gwando(官道) to transmit information and jeongnyeong(政令) between the central and local areas. They also supervised tasks such as tax collection, labor mobilization, and military conscription. This intermediary role of Dosa laid the foundation for the later local military administration system and served as the background for the development of specialized military offices, such as the Byeongbu, in the mid-ancient period.
