지방정부의 공공데이터 내용 분석 : 텍스트 마이닝을 통한 분석결과를 중심으로

Analyzing Contents of Open Data in Korean Local Governments: A Text-mining Approach

초록

2013년 「공공데이터법」 제정 이후, 지방정부는 행정 활동 중에 수집･생성한 데이터를 개방하여, 민간부문이 새로운 가치를 창출할 수 있도록 하고 있다. 데이터 개방의 양적인 확대에도 불구하고, 지방정부가 실제로 어떠한 내용의 데이터를 생산하고 개방하는지에 대한 학술적, 실무적 관심은상대적으로 부족하다. 이에 따라 본 연구는 지방정부가 개방하고 있는 공공데이터의 내용을 다각적으로 분석하고자 데이터 내용의 전반적인 주제를 분석하고, 지방정부 유형, 데이터 제공 형식(format), 개방 시기에 따른 공공데이터 내용의 특징을 분석하였다. 분석을 위해 2011년부터 2019년까지 국내 전체 지방정부(243개)가 공공데이터 포털을 통해 개방한 공공데이터 셋의 제목을 수집하여텍스트 마이닝 기법을 통해 분석해보았다. 분석 결과, 지방정부는 시설과 업체의 현황 정보를 가장빈번하게 개방하고 있으며, 환경검사, 폐기물 관리, 공공시설, 지역현황통계, 인허가 및 단속, 지역관광, 지역공동체 지원의 주제를 갖는 데이터를 개방하고 있다. 또한, 지방정부의 유형에 따라 지역의정책 수요 등을 반영하여 개방하는 데이터 내용에 차이가 나타났다. 사용자의 활용 가능성이 높은 데이터 제공 형식인 오픈API로는 사회복지 영역의 데이터가 가장 많이 개방되고 있다. 시기별로는공공데이터법 시행 이전에는 주로 교통, 관광영역의 데이터, 시행 초기 및 홍보 단계에서는 일반공공행정 영역의 데이터, 공공데이터 개방 정착 단계에서는 생활 밀착형 데이터의 개방이 특징적인것으로 나타났다. 이상의 분석 결과를 바탕으로 지방정부가 개방하고 있는 공공데이터의 내용에대해 경험적 지식을 축적할 수 있다. 또한, 지역의 정책 수요와 주민의 관심을 반영한 데이터, 사용자관점에서 활용이 편리한 다양한 영역의 데이터 개방이 요구됨을 실증적으로 확인할 수 있다.

Abstract

Korean local governments have opened up a considerable amount of data collected and generated during administrative activities since the enactment of The Act on Provision and Active Use of Public Data (2013). Despite the quantitative expansion, there has been a relative lack of academic and practical interest in what data are actually produced and opened by local governments. In this light, this study analyzed the content of local governments' open data in diverse aspects: The theme of open data, the characteristics of content according to the type of local government, data format, and the characteristics of content by the phase of open data policy. For analysis, we collected the titles of open data sets of entire Korean local governments from 2011 to 2019. The results indicate that the local governments mainly open up data related to welfare, population, culture, and tourism, along with information on facilities and businesses' status. The seven themes of open data were derived: Environmental inspection, waste management, regional statistics, regulation, public facilities, local tourism, local community. Depending on the type of local government, there are differences in the contents of the data that are opened by reflecting regional policy demands, etc. Besides, the social welfare sector's data is the most frequently opened in Open API, an easy-to-use data format for users. Prior to the enactment of the Public Data Act, the data related to transportation and tourism was mainly opened, and the data in the general administration area was opened in the phase of initial policy implementation and promotion. In the policy settlement phase, the data related to the citizens' daily lives were mainly opened. These results contribute to accumulating empirical knowledge of the contents of local governments' open data. Based on our findings, open data that reflects local policy demands and data in various areas with highly usable formats are needed for local data-based innovation.
