공공데이터 개방정책의 실태분석 및 개선방안에 관한 연구: 공공데이터 포털의 국가중점데이터 개방 사례를 중심으로

데이터 시대의 본격 도래에 따라 우리나라는 공공데이터의 민간개방을 통한 경제활성화와 사회가치 창출을 위해 공공데이터 개방정책을 적극 추진하고 있다. 이 연구는 공공데이터 개방정책의 실태분석 및 개선방안 도출을 목적으로 한다. 이를 위해 공공데이터 포털에서 제공 중인 54개 기관의 64종 436개의 국가중점데이터에 대해서 2019년 2월 기준으로 가용성(Availability), 이용용이성(Accessibility), 활용도(Utilization)를 분석하였다. 분석결과 가용성 측면에서 제공데이터 양은 지속적으로 증가하고 있지만 주요국에 비해서는 여전히 부족하고, 특히 국가중점데이터는 제공기관수와 제공분야가 매우 한정되어 있어 적극적인 개방노력이 필요하다. 이용용이성 측면에서는 데이터의 활용가치가 높은 오픈API 방식 비중이 낮아 적극적인 확대가 필요하고, 데이터의 가공과 편집을 자유롭게 할 수 있는 오픈포맷 방식을 더 늘릴 필요가 있다. 활용도는 지속적으로 증가하고 있지만 기관별･분야별･파일형식과 유형별로 활용도에 큰 편차를 보였으며, 국민생활과 직결되는 데이터일수록 활용도가 높은 것으로 나타났다. 궁극적으로 공공데이터 개방정책의 성공을 위해서는 국민생활밀착형 데이터를 보다 적극적으로 발굴･개방하는 노력이 필요하고, 특히 데이터의 유형, 파일형식, 제공방식 등을 수요자 중심으로 전환하여 일반시민부터 전문가까지 다양한 수요에 적극 대응하는 노력이 필요하다.
Abstract
With the introduction of the Data Era, Korea has been promoting Open Data Policy to vitalize economy and generate social values through opening National Core Data. Here we try to analyze the status of Open National Core Data in the Open Data Portal operating since 2013 and to find enhancing solutions. At the present, in February 2019, the operating Open Data Portal is providing National Core Data(436 pieces of data, 64 types of 54 institutions). We analyzed the provided data from various aspects, the quantity, availability, types of data and accessibility(the system of service), utilization(the number of views). From the aspect of availability, the quantity of provided data has been increasing but it is still insufficient compared with world leading countries. Especially, National Core Data are limited in the number of offering institutions and areas, so it is needed to endeavor to diffuse data more actively. From the aspect of accessibility, it is needed to diffuse open API way which promotes the value of data application and to increase open formats which make processing and complication of date more free. Though the extent of utilization has been consistently increased, it varied according to the institutions, areas and file formats. The application of data related to the people’s living is higher than other types in its application extent, so we should discover and open the data based on the life of people more actively. Finally, to maximize the effect of Open Data Policy, we need the strategies to develop the quality and quantity of Open Data. Furthermore we should try to increase options for users by providing various data in various ways for their various purposes; the views of users who varies from the citizens to specialists, the development of applications or business start-ups, etc.
