Abstract

This study examines the structure of inter-organizational keyword sharing based on public datasets released by digital and innovation-related departments, using network analysis methods. The analysis targets datasets from the Korean Public Data Portal that include the keywords “digital” or “innovation” and have been disclosed by public institutions and local governments. These datasets were categorized into 11 policy domains, and for each domain, network visualizations were generated along with centrality and K-Core analyses. The results reveal that the public data network exhibits a concentration of centrality in a few institutions, while some organizations maintain independent positions through unique keywords. Additionally, metrics such as the number of data views, edge thickness, and node size were used to evaluate the potential for inter-agency data linkage and utilization from multiple perspectives. Rather than merely describing the current state of public data openness, this study aims to provide policy implications by analyzing semantic connectivity and the potential for collaboration through the network structure. In particular, it identifies differences between institutions that function as central hubs of data openness and those located on the periphery, emphasizing the need for tailored data release strategies. The findings offer empirical insights that contribute both theoretically and practically to advancing data-driven public administration and informing public data policy design.
