초록

부패와 신뢰증진의 문제는 시대적 요구와 맞물려 그 중요성이 가중되고 있으며 이에 대한 연구도 활발히 진행 중이다. 하지만 한 방향에서의 영향력 판단을 중심으로 하는 연구는 관계분석과 정책방안의 제시라는 긍정적인 측면에도 불구하고 상호 간의 반대적 관계의 가능성을 간과할 수 있는 문제점을 내포하고 있다. 따라서 상호적 영향력을 고려하는 구체적 정책방안의 제시를 위한 토대를 마련하기 위해서는 신뢰와 부패의 양면적 관계를 분석하는 것도 큰 의미가 있다고 판단된다. 이에 본 연구에서는 2006년 KGSS의 전국조사데이터를 바탕으로 부패와 신뢰 사이의 관계를 좀 더 정확하고 체계적으로 분석하기 위해 신뢰를 중심으로 우리나라의 부패문제에 영향을 미칠 수 있는 변수들을 연립방정식모형(simultaneous equation model)을 통해 종합적인 관점에서 검증해보았다. 연립방정식모형을 이용한 분석결과 첫째, 부패와 신뢰는 상호의존적인 관계를 갖으며 둘째, 신뢰방정식에서 나타난 부패에서 신뢰로의 영향력보다는 부패방정식에서 나타난 신뢰에서 부패로의 영향력이 더 강한 것으로 드러났다. 이러한 연구 결과가 암시하는 바는 부패의 감소를 통해 신뢰의 증진을 기대하기 보다는 사회자본의 중요한 요소인 신뢰의 증진이 이루어짐으로써 부패감소의 효과를 기대하는 것이 더 용이할 수 있다는 점이며, 이에 따른 정책적 변화의 도모와 노력이 부패감소와 사회자본의 축적을 위한 한 방법이 될 수 있을 것이다.

Abstract

The importance of corruption and promotion of trust, coupled with the needs of the times, has been reemphasized, which has led to active research among scholars and policy specialists. However, despite their positive role in analyzing relations and providing policy guidelines, researches judging influences from one-side can overlook the possibility of opposite relations. As such, it is meaningful to analyze the relations between corruption and trust from both sides in order to consider mutual influences and to pave the foundation for suggesting concrete policy tools. In an effort to do this in a more accurate and systematic way from a comprehensive perspective, this study uses 2006 KGSS national data and seeks to verify different variables based on simultaneous equation model. The results shows that corruption and trust are correlated and as influence from trust to corruption is stronger than that from corruption to trust, policy changes focusing on reducing corruption through promoting trust can be a good way to accumulate social capital.
