미국대통령 자문위원회 연구: 정치적 맥락을 중심으로

초록

노무현 행정부의 국정과제위원회 활성화와 이명박 행정부의 정부위원회 통폐합을 둘러싼 개혁과정에서 핵심행정부를 뒷받침하는 제도적 기구로 대통령자문위원회에 대한 관심이 부각되고 있다. 본 연구는 이러한 문제의식에서 대통령자문위원회 기구에 대한 제도화가 발전되어 있는 미국의 사례를 중심으로, 대통령자문위원회 기구의 운영 실태를 분석하였다. 먼저, 미국 대통령자문위원회 기구를 법적 근거, 인력 및 예산규모의 투입 측면과 자문위원회 회의개최와 과제유형의 산출 측면에서 역사적 변화를 개관하였다. 이러한 역사적 개관에서 대통령자문위원회 운영의 정치적 맥락성이 영향을 미치는 사실을 파악할 수 있었고, 이를 경험적으로 확인하기 위하여 분점정부의 정치상황과 대통령의 임기에 따라 대통령자문위원회 운영에 차이가 있음을 분석하였다.

Abstract

Recent administrative reforms show the presidential advisory commissions have been one of the hot issues in designing the core executive in Korea. This study reviews key theoretical backgrounds and institutional arrangements of the presidential advisory commissions in the United States. First, it reviews historical change of the presidential advisory commissions in terms of the legal base and staff and budget size as input side, as well as the number of meeting and task type as output side. Second, this study focuses on the political context of operation of the presidential advisory commissions in terms of divided government and the term of the presidency.
