정부조직에서의 정보시스템 활용과 성과에 관한 연구 : 온-나라 시스템을 중심으로

초록

본 연구는 정부조직에서의 정보시스템의 활용과 성과에 관한 연구로 정보기술 활용의 상황적합적 요인을 파악하고 정보시스템의 활용이 업무성과에 미치는 영향을 분석하고자 하였다. 2007년 전체 중앙행정기관에서 도입한 온-나라 시스템을 대상으로 시스템 활용에 영향을 미치는 상황적합적 요인을 탐색하기 위해 기술적 특성인 시스템 품질, 조직 특성인 조직문화, 제도적 특성인 제도 지원이라는 세 가지 영향요인을 설정하였다. 그리고 이들 요인들이 온-나라 시스템 활용에 미치는 영향과 온-나라 시스템의 활용이 업무성과에 미치는 영향을 분석하기 위해 12개 중앙행정기관의 공무원을 대상으로 설문조사를 실시하고 이를 분석하였다. 구조방정식 분석 결과 정보시스템의 품질, 조직문화, 제도 지원 등의 상황적합적 요인이 시스템 활용에 유의미한 영향을 미치는 것으로 나타났으며, 시스템 활용 역시 업무성과에 긍정적인 영향을 미치는 것으로 나타났다. 이러한 분석결과를 토대로 본 연구에서는 정부조직에서 정보시스템 활용과 업무성과 향상을 위한 시사점을 제시하였다.

Abstract

This study examines the effects of contingent factors on the usage of information system and its consequent impact on work performance in government organizations. Implementation context variables are identified from previous researches and On-nara Business Process System, launched on January 2007 across all departments in Korean central government, is the locus of this study by a survey of 444 end-users. A structural equation model is tested taking three independent variables, technological quality, organizational culture, and institutional arrangement into account on the impact toward system usage and work performance. The results of the empirical study show that three variables are statistically significant toward system usage, and the system usage also affects work performance variable. Policy implications for system designers and decision makers are discussed after the conclusion summarizes findings.
