공기업의 사업 영역에 영향을 미치는요인에 관한 연구 : 국내 공기업의 신규사업을 중심으로

초록

본 연구는 오늘날 정부의 역할과 시장의 속성이 공존하는 준(準)정부조직, 즉 공기업이 지속적으로 성장하면서 이들의 사업영역과 범위가 확대되고 있다는 점에서 비롯되었다. 왜냐하면 대부분의 공기업이 정부의 정책수단으로 등장하였지만, 설립초기의 역할과 범위를 넘어서 이들과 괴리되는 현상에 이르기까지 이들 기관의 사업영역과 범위가 지속적으로 확대되었기 때문이다. 따라서 본 연구는 조직 변동 및 이들의 영역변화에 대한 이론적 논의를 바탕으로 국내 17개 공기업의 신규사업과 특성을 중심으로 이들의 외부 환경과 내부특성, 그에 따른 전략 차원에서 이들의 사업영역을 분석하였다. 그 결과, 이들 기관의 사업영역에서 이들의 정치경제적 태생에 근거하여 공공정책과 정부사업과 같은 비(非)시장 요인이 가지는 중요성은 지속적으로 유의미하나, 기관 특성 및 시장범위 등에 따라서 이들의 설명력은 차별적으로 나타났다. 특히, 시장 요인의 측면에서는 이들 기관의 주요 사업 및 특성, 시장범위에 따라서 이들의 사업영역과 범위가 지속적으로 확대되었으며, 일부 기관에서는 공익성과 수익성이라는 상호 배치된 사업특성이 함께 전개되는 이중적 양상도 나타났다. 마지막으로 전략 차원에서 이들의 사업영역은 핵심 사업을 중심으로 사업다각화와 같은 성장전략을 통하여 지속적으로 확대되면서 이들의 주요 사업특성을 더욱 강화시키고 있었다. 따라서 본 연구는 준(準)정부조직으로서 국내 공기업이 이들의 차별적 특성을 지속적으로 추구하는 가운데, 정책 수단의 공익 지향적 기능과 시장 행위자의 수익 지향적 역할을 동시에 수행하는 복합적 양상을 밝혀낼 수 있었다.

Abstract

In recent years, we have witnessed a constant increase in the number and the scope of quasi-governmental organizations(Quangos). This study is focused on the causes of the changes in the main policy functions of Korean state-owned enterprises. Most quasi-governmental organizations start out with specific policy functions; however, they change into different organizations as a result of interaction between various external and internal factors. We treat each organization as an active organism that responds to the changing environments and make its own strategic decisions. To verify factors influencing these changes, this study examines various theoretical frameworks on policy changes in public organizations in the quasi-governmental sector. Based on theoretical discussions on organizational transformations and a survey of 17 Korean state-owned enterprises, we found that external environmental and strategic considerations were critical factors in explaining such changes in the role of Quangos.
