공공기관의 지배구조와 경영성과의 관계에 관한 연구

A study on the Relationship between the Governance Structure of Public Institutions and Business Performance

초록

공공기관은 공공성과 효율성을 동시에 추구하는 혼합조직의 특수성을 갖고 있다. 이러한 특성으로 인해 공공기관은 정부를 대신해 민간이 자율적으로 담당하기 어렵거나 민간이 공정하게 담당하기 어려운 기능을 주로 담당하고 있다. 이로 인해 공공기관의 역할과 비중도 점차 확대되고 있고, 국민경제에 실제로 막대한 영향을 미치고 있다. 이런 관점에서 본 연구는 공공기관의 지배구조가 경영성과에 어떠한 영향을 미치는지에 대한 체계적인 탐색을 통해 정책적 시사점을 제시하고자 했다. 이를 위해 공공기관 경영정보시스템인 알리오가 제공하는 10년간 (2007-2016) 개별 공공기관들의 자료를 수집해 기관별, 주요 변수별, 연도별 그 성과를 분석하였다. 분석결과 ① 2007년에서 2011년의 자료분석에서 공공기관의 상임이사의 수는 기관의 매출과 당기순이익에 긍정적 영향을 미치는 것으로 나타났다. ② 2012년에서 2016년의 자료분석에서 공공기관의 상임이사의 수, 비상임이사 수, 상임감사의 임명여부는 기관의 매출액 통계적으로 영향을 미치지 않았으며, 또한 공공기관의 당기순이익에 상임감사의 임명여부가 부정적 영향을 미치는 것으로 나타났다. 이러한 결과를 토대로 본 연구는 공공기관 경영성과 증진 관련 몇 가지 추가 논의 필요성을 제시하였다.

Abstract

Public institutions have the peculiarity of mixed organizations that seek publicity and efficiency at the same time. Due to these characteristics, public institutions are mainly responsible for functions that are difficult for the private sector to take responsibility for on behalf of the government, or difficult for the private sector to do fairly. As a result, the role and weight of public institutions are gradually expanding, and it has a great impact on the national economy. From this point of view, in this study, we attempted to present policy implications by using systematic search about how governance of public institutions affects business performance. In this research, the data of individual public institutions for about 10 years from 2007 to 2016 are provided through ALIO(http://www.alio.go.kr), which is the management information system of public institutions. Collected and analyzed empirically into panel data by institution, major variable star, and each year. As a result of investigating what influence the governance structure of public institutions has on the sales and net income of the management performance of public institutions, this study sought to present the following policy implications. First of all, from the data analysis from 2007 to 2011, it is necessary to discuss the appropriate number of permanent directors if we understand that the number of permanent directors of public institutions has a positive effect on the sales and net income of the institution. Second, from the data analysis from 2012 to 2016, the number of permanent directors of public institutions, the number of non-executive directors, and whether to appoint a permanent auditor do not affect statistically the sales of the institution. It was found that the appointment of a permanent auditor has a negative effect on the net income of public institutions. In this regard, a more detailed research analysis related to the role of this auditor in the public sector is required.
