초록

본 연구는 건강불평등 문제에 대한 지역사회의 대응방안을 로컬 보건의료 거버넌스 관점에서 고찰하려는 것이다. 이를 위하여 지역기반 관점에서 건강불평등에 대처하고 있는 영국의 Health Action Zones사업을 벤치마킹(benchmarking)의 차원에서 사례 분석하며, 이를 통해서 우리의 경우에 건강불평등 문제에 대처하는 데서 적절한 시사점을 얻고자 한다. 그리고 본 연구는 로컬거버넌스를 공?사 부문 간 협력적 거버넌스의 구축은 물론, 중앙정부의 지원과 개입, 정책, 재원, 프로그램, 성과관리 등이 결합된 총체적 관점에서 이해하고자 한다. 거버넌스 구조의 설계와 관련해서는 이를 사업단위의 설정, 행위자의 확인 및 권한부여, 비전과 전략의 공유, 의사결정 및 시행체계의 구축, 역할 및 리더십의 확립, 조정 및 연계체계의 확립 등의 변수들로 구성되는 것으로 이해하고 있다.

Abstract

The aim of this article is to examine the ways to tackle health inequalities, from the viewpoint of local healthcare governance. For the aim, this article first analyzes the UK's area-based Health Action Zones (HAZs) Initiative as a target of benchmarking, and then spells out its policy implications for the Korean efforts to reduce health inequalities. With regard to the term ?local healthcare governance?, this article understands it from the com-prehensive point of view, integrating collaborative governance structure, intervention of central government, national policies, financial resources, programs or projects, and performance evaluation. Meanwhile, governance structure consists of diverse variables, such as establishing program targets, confirming program participants and empowerment, sharing visions and strategies, founding decision-making and implementation systems, role-setting and leadership, and con-solidating the system of coordination and linkage.
