이 논문은 세계적 수준의 학문후속세대 양성을 위한 BK21(Brain Korea 21) 사업을 정책집행 측면에서 분석한다. 1990년대 말 경제위기와 정권교체는 사회 전반에 걸쳐 다양한 개혁(reforms)을 가져왔으며, 정부는 교육경쟁력을 통해 국가경쟁력을 제고하고자 BK21 사업을 시행하였다. 기존 연구들이 BK21 사업 평가를 하향식 접근방법(Top-down approach)을 택한 데 비해, 본 연구는 현장의 정책 행위자를 중심으로 사업을 이해하고, 이들의 의견을 정책 제언으로 이끌어내는 상향식 접근방법(Bottom-up approach)을 활용한다. 현장정책행위자들은 정책목표와 정책수단의 불일치를 경험하고 있었다. BK21은 본래 ?선택과 집중의 원리?와 ?과학기술분야 중심?이라는 실질적 목표를 가지고 있으나, 대외적 목표로는 ?학문후속세대 양성?을 내세움으로써 정책목표와 수단 간 불일치 현상을 야기하였다. 이에 본 연구에서는 정책목표와 수단의 불일치성이 정책집행 과정의 행위자에게 어떤 영향을 미치는지 분석한다. 나아가 이러한 문제를 해결하기 위해 학생선발제도 및 평가제도 등 BK21 사업의 향후 개선방안을 제시한다.
Abstract
This paper analyzes the Brain Korea 21(BK21) program that aims to bring up the next generation of academics and experts, in terms of policy implementation. In the late 1990s, the economic crisis and the change of government in Korea brought about various reforms in society, and in this contest the BK21 program was introduced to strengthen national competitiveness through the high quality education. While the exiting studies of BK21 program have chosen a top-down approach for evaluating this program, we adopt a bottom-up approach to understand the dynamic relationship between stakeholders such as professors, students and post-doctoral fellows. Through this, our analysis aims at eliciting policy alternatives. The policy stakeholders at the process of implementation have experienced a policy inconsistency between policy goals and policy instruments. Implicitly the BK21 program had pursued a restructuring of higher education. For the purpose of justification, however, government externally set the BK21 program as the aim of nurturing students, and this has caused a inconsistency at the policy implementation. Therefore, our paper analyzes the impacts of this problem on policy stakeholders and suggests the ways of improving policy and its outcomes.
