한국 대학원지원정책의 진화과정 분석: BK21 및 WCU 사업을 중심으로

본 논문은 그 동안 시행된 BK21 1차, BK21 2차, WCU 사업과 2013년부터 시행예정인 BK21 PLUS 등 4가지 사업의 내용을 시행배경, 사업의 특징, 사업구성 및 지원분야, 성과 및 한계를 중심으로 비교하여 지난 14년 동안 한국의 대학원지원 정책의 특징을 분석하였다. 시행배경 및 사업의 특징은 4개의 사업에 걸쳐 큰 변화 없이 국제적(글로벌)수준, 대학경쟁력, 연구중심대학을 상위개념으로 하면서 학술연구(SCI논문), 학문후속세대(석박사 대학원생)양성 등을 수단개념으로 인식하고 있다. 사업구성 및 지원 분야는 상대적으로 매 사업마다 지원대상이 변화하고 있는데 이는 기획과정에서 대학의 의견(bottom-up)과 정책적 판단(top-down)이 영향을 미쳤기 때문이다. 성과 및 한계 부분은 BK21의 1, 2단계 및 WCU의 3가지 사업에 걸쳐 양적 성장은 달성하였으나 질적인 경쟁력은 미흡하다는 평가가 반복적으로 나타나는 문제점이 있다. 본 논문은 BK21 및 WCU 사업이 전체적으로 논문중심의 양적 성장 패러다임에 기초하여 대학의 수직적 계층화를 유인하고 있으며, 향후 대학원지원정책의 대안적 접근으로는 수월성과 특성화의 조화, 대학연구와 지역발전의 연계 등을 실현하는 것이 필요하다고 주장한다.
Abstract
The purpose of this article is to review four representative graduate school promotion programs in Korea, namely the first BK21 program(1999-2005), the second BK21 program(2006-2012), WCU program(2008-2012) and BK21 PLUS(2013-2019), from the aspects of their rationale, features, structure/contents and performance/limit. In the course of the implementation of the four programs, there has been maintained a higher objective for global excellence, university competitiveness, research-based university, which recognizes SCI publication and support for graduates as its instrumental scheme. In contrast, the structure and contents of the programs have changed each time the next program was introduced, in oder to meet the evolving demand by university and political consideration. Regarding the performance and limit, although the first and second BK21 and WCU programs have achieved quantitative development, their lack of qualitative competitiveness remains as an unresolved task. In this light, this article finds the fundamental problem in their focus on proliferation of academic publication which led to vertical stratification of the Korean university system and suggests that future graduate school promotion programs need to emphasize qualitative aspects of the programs through harmonizing excellence and specialization and connecting university research and regional development.
