본 연구는 대북지원 NGO 활동의 성장요인을 분석하면서 정부의 재정지원의 상대적 중요성을살펴보는 것이 목적이다. 연구는 크게 두 부분으로 구성된다. 우선, 대북지원 NGO 활동의 성장(종속변수)을 살펴보고 자원동원이론에 기초하여 성장요인(설명변수)들을 논의한다. 성장요인은자원요인과 기회요인으로 구분되며, 자원요인에는 정부의 재정지원과 국민들의 지지가 해당되고기회요인에는 대북정책이념과 같은 정치·행정적 요인과 북한의 경제상황과 같은 사회·환경적요인이 포함된다. 이 요인들 간의 상대적 중요성을 분석하는 것이 연구의 두 번째 부분이다. 요인들의 상대적 중요성은 대북지원 NGO 단체와 일반 국민들을 대상으로 각각 실시한 설문조사결과를 토대로 분석하였다. 분석결과에 의하면, 일반시민과 대북지원 NGO들 모두 공통적으로정부의 재정지원 요인이 다른 요인들보다 상대적으로 낮은 중요성으로 인식되고 있는 것으로나타났다. 이처럼 성장요인들 간의 상대적 중요도를 살펴보는 것은 대북지원 NGO 활동의 성장을더 구체적으로 이해하는 한편, 앞으로의 대북지원활동에 유용한 정보를 얻게 해준다. 특히 네요인 중 정부재정지원 요인의 상대적인 중요도에 대한 분석결과는 정부와 대북지원 NGO와의관계에 대해서도 유의미한 의의를 제공해 준다.
Abstract
This study is to analyze the growth factors for South Korean NGO aid activities to North Korea and the relative importance of the government financial assistance. First, the growth factors were explained through resource and opportunity factors drawn from resource mobilization theory. Resource factors included the financial resource and popular support resource in the institution aspect, while the opportunity factors included economic conditions in North Korea, the socio-environmental opportunity factor, and the orientation of policies toward North Korea, the political and administrative opportunity factor. These four factors served as the explanatory variables in the growth of aid activities to North Korea by NGOs. Second, from the survey and statistical analyses, it was uncovered that the governmental financial support factor, which can be classified as a governmental factor, was perceived to be of relatively lower importance than other factors both by the general public and NGOs. These findings help to understand more specifically the growth of aid activities to North Korea by NGOs and provide useful information for future aid activities to North Korea.
