국제사회의 대북한 공적개발원조에 대한 탐색적 분석

본 연구의 목적은 국제사회의 대북한 공적개발원조 현황을 살펴보고 그특성을 분석하는 것이다. 핵문제로 인한 대북한 경제제재, 경색된 남북관계와 지속되는 경제적 난국, 새로운 리더십의 등장이라는 대내외적맥락에서 국제사회의 원조는 북한의 경제발전과 정권 유지에 매우 중요하다. 하지만 대북한 공적개발원조에 관한 대부분의 선행연구는 개괄적설명이나 협력방안에 대한 정책적 제언에 초점을 맞추고 있으며, 실증적 분석은 매우 미비하다. 본 연구는 OECD의 원조 데이터를 활용하여,1995년부터 2012년까지 선진 공여국들이 북한에 제공한 개발원조의 현황과 특성을 탐색적으로 분석한다. 원조의 특성을 원조총액, 구속성 정도, 원조부문으로 나누어 분석한 결과, 국제사회의 대북한 원조는 시기별, 공여주체별로 차이를 보여주고 있다. 먼저 북한을 둘러싼 중요한대내외적 사건들을 중심으로 시기를 구분하여 살펴보았을 때, 시간이흐름에 따라 원조부문이 긴급구호나 식량지원부문에서 사회‧경제인프라구조 및 서비스부문으로 이동하였다. 또한, 공여주체별로는 북유럽국가들의 원조의 경우, 낮은 구속성과 높은 인도주의적 성격을 지니고 있음을 확인할 수 있었다. 마지막으로 원조정책에 있어서 공여주체들 간의차이는 줄어들지 않고 여전히 큰 것으로 나타났다. 대북한 원조에 대한탐색적 분석은 향후 국제사회뿐만 아니라 한국 정부가 대북한 원조정책을 수립하는데 도움이 될 것으로 기대된다.
Abstract
This research aims to examine official development assistance (ODA) toNorth Korea. In the context of economic sanctions against North Korea due toits nuclear program and dwindling South Korea’s economic cooperation withNorth Korea, foreign assistance by international community becomes verysignificant for North Korean regime. However, there have been few empiricalstudies on foreign aid to North Korea. This paper examines foreign aid toNorth Korea from 1995 to 2012 by using the data from OECD’s CreditorReporting System. Specifically, it takes a closer look at aid provider (bilateralor multilateral), aid amount, share of (un)tied aid, and aid sectors in order toexamine if donors have different priorities in their aid policies toward NorthKorea and if key events such as nuclear and missile crises affected theirpolicies. This paper finds that Nordic plus countries provide more untied aid inthe sectors such as humanitarian and emergency aid while other countriesfocus more on social and economic infrastructure development.
