최근 들어 행정학 분야에서 정책갈등과 정책조정에 대한 연구가 지속적으로 증가하고 있다. 연구대상은 갈등의 원인과 해결방안에 집중되어 있다. 정책갈등 조정과 관련된 기존 연구로는 행정학분야에서 조직간 조정(interorganizational coordination)에 관한 연구, 국제정치학과 경영학 및 법학분야에서 협상과 중재에 관한 연구, 사회심리학 분야에서 갈등해결에 관한 연구 등이 있다. 대다수연구가 부분합리성에 따라 각 주체들이 스스로 혹은 제3자의 개입에 의해 서로 주고받거나 타협하는경험적·정치적 절차와 논리 및 행태에 초점을 맞추고 있다. 서로 다른 정책입장들을 합리적 논리에따라 분석적으로 조정할 수 있는 절차와 논리를 제시한 연구는 거의 없다. 정책형성에 대해서는경험적·정치적 모형들뿐만 아니라 합리적·분석적 모형들이 개발되어 왔으나, 정책조정에 대해서는경험적·정치적 모형들만 개발되어왔고 합리적·분석적 모형은 개발 시도조차 이루어지지 않았다. 본 연구는 하나의 정책이슈를 둘러싸고 유관기관들이 서로 다른 정책안(policy position)을제시하면서 경합을 벌이는 흔히 있는 경우를 상정하여 다수의 정책안을 정치적 방법이 아니라 분석적방법으로 조정한다면 따를 수 있는 절차와 논리로서 어떤 것이 있을 수 있는지를 탐색해 보았다. 이를 위해 각 정책안에서 주장하는 정책의 목표, 수단, 대상, 적용시기, 관할권 등이 서로 다를 때이를 합리적으로 분석하여 하나의 통합조정안을 만든다면 어떤 절차와 분석논리에 따라야 하는지를고민해 보았다. 그 결과로서 개략적인 5단계 절차와 3유형의 분석논리를 구상하여 제안하여 보았다.
Abstract
Despite that knowledge about policy coordination has been accumulated in a number of research fields, analytic approach to policy coordination has not been yet developed up to now. This paper explores analytic process and logic of policy coordination. First of all, this paper clarifies the concept of policy coordination. Many concepts in existing literature mean coordination by linkage, integration, or adjustment. This paper adds to it elements of rearrangement and reconstruction. And those existing concepts are not clear about what to coordinate. Some assumed policy systems (structure, process, rules, resources, etc.), but others interests underlying policy position. This paper asserts that it is policy position (goal, means, target, time, and jurisdiction)that should be coordinated. Then, this paper searches for process and logics of coordinating horizontally and vertically goals, means, targets, times and jurisdictions of different policy positions in terms of comprehensive rationality. As a result, five stages and three kinds of logics for policy coordination are suggested anew.
