퍼지집합분석법을 통한 공공기관의 경영성과 분석과 함의

초록

양적 연구와 대비되는 질적 연구의 지평은 넓고 다양하다. 양적 연구가 변수, 측정, 수리중심의일반화지향 연구라고 한다면 질적 연구는 사례, 묘사, 언어중심의 개별화지향 연구라고 할 수 있다. 그런데 질적 연구는 다양한 분석수준에서 사례들의 특성에 대한 심층적 이해와 해석을 통해 개별사례들의 특이성을 ‘집필’하기 때문에 사회적 실재에 내재된 구조적 관계를 ‘분석’하는 데는 한계가있다. 이러한 한계는 사례를 심층적으로 이해하되 사회적 실재로서의 구조적 관계를 파악하는 통합적방법을 통해 극복될 수 있다. 이에 따라 본 논문에서는 퍼지집합분석법을 활용하여 2007년도 기준으로산업진흥Ⅰ유형으로 분류된 11개 준정부기관들을 대상으로 이들의 조직특성에 대한 이해의 토대위에서 공공기관 경영관리요소들이 경영성과에 대해 갖는 충분조건관계를 실증적으로 분석하였다. 공공기관 경영성과에 대한 복합원인조건 분석에 앞서 정치·행정연구에 있어 퍼지집합분석법의 주요쟁점들을 논의한 후 공공기관 경영관리와 경영성과의 관계를 모형화하였다. 마지막으로 분석결과를토대로 조직관리, 재정관리 외에 노사관리의 중요성 등 공공기관 경영에 대한 실천적 시사점과 함께통합적 방법론의 전망 등 이론적 함의에 대해 논의하였다.

Abstract

The aims of this research are 1) to empirically analyse the combinatorial relationships of managerial elements with organizational performance in non-departmental public bodies (NDPBs); and 2) to theoretically demystify the applicability of integrative methodology to political and administrative studies. Integrative methodology, compared with two conventional ones, has its own strength in 'analysing' structural relationships underlying social realities as well as deeply 'understanding' the characteristics of individual cases. A total of Korea's 11NDBPs, belonging to the Industry Promotion Ⅰ category in 2007, are described thinly in terms of managerial features and analysed to empirically disentangle the causal relationships with 'fuzzy-set method'. Based on the analysis, it discusses some practical implications to the management of NDPBs and the theoretical significance of fuzzy-set analysis in integrative methodology.
