정부정책 만족도가 정부신뢰에 미치는 영향: 관료신뢰의 매개효과를 중심으로

초록

본 연구는 정책 및 관료가 정부신뢰에 미치는 영향을 분석하고 이를 토대로 정부신뢰의 향상방안을 제시하는 것을 목적으로 하고 있다. 이에 정책혜택에 대한 인식과 절차공정성에 대한 인식을 독립변수로, 관료신뢰를 매개변수로 설정하여 정부신뢰(중앙정부, 지방자치단체, 청와대)에 미치는 영향을 분석했다. 자료는 한국행정연구원에서 생산된 ‘2016년 행정에 대한 국민인식’ 자료를 활용했다. 본 연구의 분석결과를 요약하면 다음과 같다. 첫째, 정책혜택 및 관료신뢰는 직접적으로 모든 기관의 신뢰에 정(+)의 영향을 미치는 반면, 절차공정성의 경우 지방자치단체의 신뢰에만 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 정책혜택과 절차공정성은 관료신뢰를 매개하여 모든 기관의 신뢰에 간접적인 효과를 갖는 것으로 나타났다. 본 연구에서는 위 분석결과를 토대로 정부신뢰를 향상시키는 방안을 제시하였다. 첫째, 정부혜택이 특정집단에게 집중되는 정책을 지양하고 다수의 집단이 수혜를 받는 정책을 집행해야 한다. 부득이하게 특정집단에게 수혜가 집중되는 경우, 지방자치단체에게 위임하여 정책을 집행할 경우 정부신뢰를 제고할 수 있다. 둘째, 관료에 대한 신뢰도를 향상시킬 경우 정부신뢰를 제고할 수 있다. 관료신뢰가 제고될 경우, 정책으로부터의 긍정적인 영향력을 증폭시키는 효과를 가질 수 있기 때문이다.

Abstract

In this study, trust in government was classified into the three levels of government such as the central government, local governments, and CheongWaDae(Blue House) and measured by a five-point Likert scale. The study revealed that policy benefits and procedural fairness affect trust in government, and bureaucratic trust has the mediating effect among their relationships. Policy benefits and bureaucratic trust have been further analyzed to have significant implications for all levels of governments, whereas procedural fairness has only affected the trust of local governments. This study suggests future directions to improve trust in government based on the SEM analysis. First, it is necessary to avoid the policy that the government benefit is focused on a particular group and to enforce the policy that multiple groups are benefited. In case the benefit should be concentrated on a particular group inevitably, trust in government can be improved if the policy is delegated to the local governments and implemented by themselves. Second, improving confidence in bureaucrats can improve trust in government. Finally, if the citizen's satisfaction with the use of the administrative institution is improved, trust in government can be raised.
