설립주체 및 운영주체에 따른 공공서비스 제공의 차이에 관한 연구: 청소년수련시설의 안전성을 중심으로

초록

청소년수련시설은 청소년들이 청소년 시기에 필요한 기량과 품성을 함양하는 교육을 의미하는 수련활동을 지원하기 위한 시설로서, 전국에 현재 약 790개소가 운영 중이다. 이중 민간 청소년수련시설의 경우, 이전부터 시설이 영세하고 노후화되었다는 평가와 더불어, 1999년 경기도 화성의 씨랜드 청소년수련원 화재 등의 사건으로 안전문제가 부각되어왔다. 본 연구는 설립주체 및 운영주체(공공직영･민간위탁･민간직영)에 따라 청소년수련시설의 안전성 확보 노력이 달라질 수 있는지 청소년수련시설 안전점검 및 종합평가 결과와 현황자료를 토대로 검토하였다. 공공직영 또는 민간위탁의 청소년수련시설이 민간직영의 청소년수련시설보다 안전성이 대체로 높게 나타났다. 이러한 결과는 공공부문이 설립하거나 민간으로 위탁하여 운영하는 시설물의 안전성이 민간이 설립하고 운영하는 시설보다 높을 수 있음을 제시한다. 본 연구는 동일한 서비스를 제공하는 조직들의 설립･운영주체 유형을 보다 포괄적으로 고려하여, 그러한 유형들이 안전성에 대한 영향을 이해하는 데에 기여한다.

Abstract

Youth training centers are educational units to nourish the competencies and characters of the youths, and about 790 provide such services. Private youth training centers are known to be in bad condition and the media reported accidents in the private facilities. This research investigates whether who owns or manages can influence the safety conditions of youth training facilities utilizing the safety audits and evaluation of youth training centers. The results show that publicly owned and managed youth training centers are generally safer than the contracted ones, and the publicly owned and privately managed facilities were generally safer than the privately owned and managed ones. These results indicate that publicly owned facilities strive to enhance the safety of the facilities more than private ones. This study contributes to the literature by examining the performance of publicly owned and managed, contracted, and privately owned entities in terms of safety.
