Abstract

This study examines the impact of foreign worker inflows on local poverty and explores how these effects vary depending on regional characteristics. The analysis covers 229 municipalities (si–gun–gu) across South Korea from 2013 to 2023, focusing on foreign workers with non-professional employment (E-9) and visiting employment (H-2) visas. The results show that foreign worker inflows generally have a positive effect on alleviating regional poverty. In particular, this effect was most pronounced in large metropolitan areas with a high share of agriculture, where foreign workers helped fill local labor shortages and mitigated economic decline in peripheral rural-type districts. These findings suggest that foreign worker inflows can function not as a factor of regional decline, but as a catalyst for economic recovery and poverty reduction within specific local contexts. Accordingly, this study highlights the need to reconsider foreign inflows not merely as a demographic or labor issue, but as a strategic policy resource for addressing regional disparities and mitigating urban decline.
