우리나라는 저출산, 고령화 등 급격한 인구변화를 겪고 있어 향후 노동력 부족 문제에 직면하게 될 것으로 예상된다. 특히 비수도권은 지역 소멸이라는 용어가 등장할 정도로 노동력 측면에서 이미 심각한 위기를 경험하고 있다. 이러한 노동력 부족에 대한 대응방안 중 하나로 외국인 근로자 유입이 논의되고 있으며, 실제로 외국인 근로자는 빠르게 증가하고 있다. 이러한 배경 하에 본 연구는｢한국노동패널조사｣와 ｢지방자치단체 외국인 주민현황｣을 결합하여 외국인 유입이 내국인 고용 및 임금에 미치는 영향을 ‘지역 간 변이(spatial approach)’ 및 변이 할당 도구변수를 통해 분석해 보았다. 실증분석 결과 외국인 유입으로 인한 노동공급 충격이 내국인의 단･장기 임금과 단기 고용기회에 미치는 효과는 유의하지 않았다. 반면, 내국인 고용기회에 미치는 장기적 영향은 청년층, 고성장지역, 수도권 거주자 등을 중심으로 긍정적인 것으로 분석되었다. 이러한 결과는 외국인과 내국인 근로자 간에 대체관계 이상으로 보완관계가 있음을 보여준다. 구체적으로 일손 부족을 겪고 있는 사업장에 외국인 근로자가 유입되면서 기업의 투자 및 생산 확대로 이어질 경우 내국인 고용 위축을 완화시키거나 오히려 고용을 증가시킬 수 있으며, 저숙련 일자리에 특화된 외국인력이 부족한 일자리를 보충하여 생산성 향상을 초래할 수 있다.
Abstract
This study utilizes a combined data set from the Korean Labor and Income Panel Study and the Statistics on Foreign Residents by Local Governments to analyze the effects of the influx of foreign workers on domestic employment and wages using a spatial approach. The empirical analysis indicates that the labor supply shock caused by the influx of foreign workers does not have a significant effect on the short- and long-term wages or short-term employment opportunities of native labor. However, the long-term impact on domestic employment opportunities appears positive, particularly for youth, high-growth regions, and residents of metropolitan areas. These findings suggest a complementary relationship between foreign and domestic workers, and imply that the influx of foreign workers into businesses facing labor shortages may lead to increased investment and production expansion, which can alleviate the contraction of domestic employment or even increase it. Furthermore, domestic workers may enhance productivity by specializing in tasks that differ from those performed by foreign workers.
