학업성취도의 지역 차이 분석 : 인구 이동의 영향을 고려한 시도

이 연구는 학업성취도의 지역 차이를 인구 이동의 측면에서 설명하려고 시도하였다. 학교효과연구는 학업성취도에 주된 영향력을 행사하는 요인이 학생 개인 특성과 가정 배경 요인이라는 점을 일관되게 확인하여 왔다. 이와 같이 중요한 요인이 지역에 따라 어떻게 분포할지는(즉, 지역의 학생 구성은) 인구 이동이 어떻게 일어나는가에 달려있다고 보면, 학업성취도의 지역별 차이는 상당한 정도 인구 이동을 통해 결정될 수 있다고 가정할 수 있다. 여기에서 이 가정을 실증적으로 검토하였다. 검토는 전국 대표 표집에 대한 수학 성취도 평가 자료를 이용하여 이루어졌다. 연구 결과는 인구 이동이 지역간 학업성취도 차이를 낳는 중요한 메카니즘일 것이라는 추론을 대체로 지지해주었다. 단순 비교에서 뚜렷하게 확인되는 도시와 시골 지역의 학업 성취도 차이가 인구 이동의 결과(즉, 학생 구성상의 차이)를 통제하면 반 이하로 줄어들고, 다른 지역으로 인구 전출이 많은 전라 광주 지역의 평균 학업성취도는 다른 지역에 비하여 약세를 보이고 있다. 이와 같은 연구결과는 지역에 따른 학업성취도 차이를 학교교육에 국한시켜 해석하는 것이 피상적임을 시사한다.
Abstract
This study examined the variation of a math achievement score over different geographical areas with specific reference to population mobility. School effects studies have consistently confirmed that individual traits and family backgrounds are the most influential determinants of academic achievement. Conjecturing that the geographical distribution of these influential determinants would be a results of population migration, the study explored the possibility that geographical variation of achievement scores might reflect migration patterns. The data for the empirical exploration came from a national survey in 2001. The analysis results supported the hypotheses that guided this study. The apparent achievement gaps between rural and metropolitan areas disappeared to a large extent when statistical controls were done for the individual and family background variables that were hypothesized to be proxies of population migration. Certain geographical areas such as Cholla area also seemed to suffer from unbalanced outflow of migration. The results suggest it would be premature to attribute the achievement differences between geographical areas to school quality of those areas.
