Abstract

This thesis reviews several important issues regarding the Framework Act on Cooperatives, which will be implemented from December 1st, 2012, by addressing enactment motivation and the main contents of the Act and assessing not only the implications of the Act but also the challenges currently faced. The meanings of enacting the Framework Act on Cooperatives are the following ; first, enactment of the Act makes Cooperatives a new legal entity ; second, enactment of the Act sets up an opportunity that Cooperatives can emerge in various fields ; third, enactment of the Act contributes to activation of starting new businesses and the welfare of vulnerable groups. Through the Framework Act on Cooperatives, vitality of social welfare and socio- economics can be expected by activating new job creation through entrepreneurship such as youth entrepreneurship, small entrepreneurship, and by complementing public services such as the labor field, the child care field and the elder care field.. In accordance with enactment of the Framework Act on Cooperatives, the challenges currently faced are the following:first, establishing the system of decree to oversee the entire Cooperatives and preparing sub-decree;second, revising the provisions of Guidance and oversight to ensure the credibility of Cooperatives;third, training Cooperative activists and spreading cooperation among Cooperatives ; fourth, resetting relationships with existing Cooperatives.
