본 논문은 기본법협동조합의 교육현황을 고찰하고 해결해야 할 과제들을 논의한다. 기본법협동조합의 교육은 대부분 단기 공모방식에 의한 중앙정부 및 지자체의 교육비 지원 하에 시민단체들에 의해 수행되어 왔으며, 주로 설립지원과 협동조합원론 위주로 교육이 이루어져 왔다. 정부의 교육홍보지원으로 협동조합 수는 단시일에 급속히 증가하였으나 운영율과 자립율은 기대에 크게 미치지 못하여, 협동조합교육지원방식의 문제점과 시민단체조직에 의한 교육의 한계가 노정되고 있고, 본 논문은 협동조합교육 전문인력, 연구, 교육시설 및 교육자료, 일반대중의 협동조합에 대한 인식 문제 등을 해결되어야 할 과제들로 정리하였다. 이 과제들을 해결하기 위해서는 협동조합교육 추진체계 정비 및 지원방식 개선, 각 지역의 대학을 활용한 시민단체의 인적⋅물적자원 한계 보완, 협동조합연구 지원 강화, 연합회 조직 활성화와 교육기능의 단계적 이양, 학교에서의 협동조합교육 확대 등이 필요함을 논의하였다.
Abstract
This paper describes how education about cooperatives is provided under the Framework Act of Cooperatives and discusses the challenges involved in the provision of the education. Cooperative education is mostly conducted by government funded civic groups, which has resulted in a rapid increase in the number of cooperatives established. However, less than half of them are functioning, and of those, most are operating at a loss. This situation demands educational changes that will enhance the viability of cooperatives. The challenges facing these changes are shortages of: qualified cooperative educators; research in cooperative education; and educational facilities and materials. The poor understanding of cooperatives by the general public is another challenge. In order to meet these challenges, this paper suggests that: central and local governments make a concerted effort in providing financial support; provincial universities supplement the limited capacity of civic groups in both human and physical resources; a trade association of cooperatives gradually needs to assume education of its member cooperatives; the government enhance the cooperative education of youth at school.
