본 연구는 최저임금의 변화가 임금과 고용구조에 미치는 효과를 제조업과 서비스업으로 구분하여 분석하였다. 통계청의 「경제활동인구조사」 8월 부가조사 2009～ 2014년 자료를 분석한 결과, 최저임금 인상은 전체 임금근로자의 임금을 상승시키는 효과가 있는 것으로 나타났으며, 제조업보다는 서비스업에서 인상폭이 더 크게나타났다. 최저임금의 변화가 고용구조에 미치는 효과를 분석한 결과에서는 최저임금 인상은 상용직이 될 확률을 낮추는 효과가 있으며 이 효과 또한 제조업 보다는서비스업에서 더 크게 나타났다. 이상의 결과를 요약하면 최저임금의 변화는 제조업과 서비스업의 임금과 고용구조에 미치는 효과가 상이하며, 상대적으로 서비스업이 최저임금의 변화에 더 민감하게 반응한다. 이는 최저임금 미만을 받는 근로자가제조업에 비해서 서비스업에서 더 많이 분포하고 있기 때문인 것으로 판단된다.
Abstract
In this paper, we investigate the effects of the minimum wage on the wages and the employment structure by industry, using the wage equation and probit model based on 「Economically Active Population Survey」 of 2009 and 2014. To summarize the results, raising the minimum wage would increase the wages by industry, more so in service than in manufacturing. In addition, raising the minimum wage would aggravate the employment structure by reducing the probability of becoming regular workers, but this was not found statistically significant in the manufacturing sector. The reasons that the effect of minimum wage differs by industry are as follows. First, the service industry has more distributed workers who earn below minimum wage. Second, the average wage of the service industry is lower than that of the manufacturing industry.
