본 논문은 우리나라의 최저임금 인상이 임금분포에 미치는 효과를 추정하고자 한다. 최저임금의 내생성 문제를 극복하기 위해 인구사회학적 근로자 집단별 최저임금 인 상의 적용률 차이를 이용하여 최저임금의 인상이 중위임금과 분위별 임금 사이의 차 이에 미치는 효과를 추정하였다. 2006~2016년 고용형태별 근로실태조사 자료를 이용 하여 분석한 결과, 최저임금 인상은 하위분위의 시간당 임금을 증가시켜 중위임금 대비 하위분위의 상대임금을 올리지만 그 효과는 매우 미미한 것으로 나타났다. 반 면에 최저임금 인상으로 근로시간이 감소하여 임금 총액을 기준으로 한 임금 차이는 오히려 커지는 현상이 관측되었다. 그러나 임금 총액의 분포에 미치는 영향 역시 그 크기는 미미한 것으로 나타났다.
Abstract
This paper examines the effect of the minimum wage on wage distribution in Korea. To deal with the endogeneity of the minimum wage, we exploit variation in the proportion of workers who are above the current minimum wage but below the next-year minimum wage (“affected workers”) across socioeconomic groups of workers. We estimate the effect of affected workers on the hourly wage at each percentile relative to the median over the wage distribution. The results using data from the Survey on Labor Conditions by Employment Type, 2006~2016, show that the minimum wage reduces wage inequality especially in the lower tail of the wage distribution but the magnitude of the effect is small. On the other hand, we find that the minimum wage might worsen earnings inequality, although such effect is not large either.
