최저임금제도의 고용효과는 오랜 기간 논쟁이 되고 있지만, 노동시장의 이중구조를 고려한 분석은 미흡한 실정이다. 본 연구는 한국의 사례를 통해서 노동시장의 이중구조하에서 최저임금의 고용효과에 대한 이론적 예측들을 검증한다. 한국노동패널자료(4~17차)를 활용하여, 상대적으로 최저임금제도의 준수가 이루어지지 않고 있는 5인 미만의 영세한 사업장을 비공식부문으로 정의하고, 각 부문별 최저임금제도의 고용효과를 분석하였다. 분석 결과 최저임금의 인상은 공식부문에 종사하는 취약 임금근로자들의 직장유지율에 부정적인 효과가 있는 반면, 비공식부문에서는 유의한 효과를 발견하지 못하였다. 또한 최저임금의 인상은 양 부문 간의 노동력 이동을 야기시키는 것으로 나타났는데, 비자발적 실업 및 이직은 노동시장에서 상대적으로 취약한 계층에 나타나 최저임금제도의 실효성에 대한 제도적 검토가 필요하다.
Abstract
This research investigates the employment effect of the minimum wage in the formal and informal sectors in Korea using Korean Labor and Income Panel Study(KLIPS) of Korea Labor Institute during the period 2001~2014. In result, the minimum wage increase has a significantly negative effect on the probability of staying employed in the same job for the most vulnerable group in the formal sector, whereas no statistically significant effect was found for the counterpart group in the informal sector. In addition, noticeable labor migration has been observed between two sectors. The duality of the labor market should be taken into account when assessing its impact or when enforcing and supervising compliance with the law.
