초록

본고는 2013-2019년의 지역별고용조사를 이용하여 최저임금 인상이 고용, 근로시 간, 시간당 임금에 미친 영향을 추정하였다. 전국 단일한 최저임금이 적용되더라도 그 영향의 정도가 시군별로 다양하게 나타난다는 점을 이용하였다. 분석결과에 따르 면, 2018년의 최저임금 인상은 시간당 임금을 높이고 고용과 근로시간의 증가율을 떨어뜨리는 효과가 있는 것으로 나타났다. 최저임금 1% 포인트의 인상은 고용 증가 율을 0.1% 포인트 낮춘 것으로 추정되었다. 2013-2019년간의 추이를 보면, 근래에 올 수록 고용 증가율을 낮추는 효과가 좀더 뚜렷해지는 경향을 보였다. 연령별로 나누 어 보면 청년층에 비해 노년층에서 최저임금 인상의 부정적 효과가 더 컸다. 최저임 금 적용 대상자가 많을 것으로 생각되는 임시일용 근로자의 경우는 상용 근로자에 비해 최저임금 인상의 전술한 효과가 상대적으로 약한 것으로 추정되었다. 상용근로 자 등에 비해 최저임금을 준수하지 않는 경우가 많기 때문으로 생각된다.

Abstract

This paper estimates the impact of the minimum wage increase on employment, working hours, and hourly wages using the 2013-2019 Regional Employment Survey. Even if a single minimum wage was implemented nationwide, the extent of the impact varies between cities and counties. According to the results of analysis, the increase in the minimum wage in 2018 has the effect of raising hourly wages and decreasing the growth rate of employment and working hours. An increase of 1% point in the minimum wage was estimated to lower employment growth by 0.1% point. In 2013-2019, the trend of negative employment effect has become more pronounced in recent years. Analyzing workers by age group showed that the negative effects of higher minimum wages were greater in older people than in young people. In the case of temporary workers, who are likely to be subject to the minimum wage, it was estimated that the abovementioned effects of the minimum wage increase were relatively weaker than those of regular workers. This seems to be due to the fact that the minimum wage is often not observed for them compared to regular workers.
