21st Century Civilizational Crisis and the World-System Analysis: Immanuel Wallerstein’s Comparative-Historical Perspective

최근 인류는 기후변화로 인한 감염병의 연이은 출현으로 인해 이른바 ‘인류세(Anthropocene)’의 파국이 멀지 않을 수 있다는 전망하에 놓여 있다. 또한 세계화의 과정에서 자본주의가 폭주하면서, 특권을 지닌 소수의 승자와 고용이 불안정한 다수의 패자 사이의 격차는 벌어져 왔다. 이처럼 작금의 문명적인 위기 상황에서 본고는 대표적인 세계체제론자인 월러스틴의 시각과 통찰에 주목하고자 한다. 먼저 월러스틴의 학문체계를 보면, 그는 사회과학이 내부적으로 분과학문화되는 과정을 살펴보면서 역사학과 기타 사회과학 사이의 장벽을 허물고 이 두 가지 학문을 ‘역사적 사회과학’으로 통합하려는 시도를 하였다. 또 사회 연구의 가장 적합한 분석단위가 ‘개별 국가와 사회’가 아니라 전체(the whole)로서의 ‘세계체제’가 되어야 함을 주창하였다. 또한 그는 종속이론의 영향을 받아 세계체제론을 제시하였다. 특히 16세기 이래 현재까지 지속되어온 자본주의 세계경제 즉 근대 세계체제에 연구를 집중하였는데, 이는 중심부와 주변부, 반주변주를 구분하는 기축적 분업, 국가간체제로 특징지어지는 복수의 지리적 정치중심과 다양한 문화로 구성되어 있고, 장기적인 주기적 변동 속에서 체제의 조정과 헤게모니의 변동을 경험해 온 역사적 체제로 파악된다. 프랑스혁명 이후 양대 반체제운동으로서 노동-사회주의 운동과 민족주의 운동이 일어나기도 했으나 자본주의 세계경제를 극복하지는 못하고 있다. 그는 심지어 진보의 필연성에 대해서도 회의적이며, 전통적 반체제운동의 문제의식을 계승하는 동시에 그것의 약점을 넘어서려는 ‘68혁명’을 잇는새로운 반체제운동 속에서 불확실성을 넘어서 대안적 세계체제를 추구하는 주체들의 선택이 중요함을 역설하고 있다. 그의 논의는 편향과 일부 오류도 있었지만, 21세기에 인류가 직면한 문명적 위기를 넘어서기 위한 대안체제적 전망을 모색하는 데 있어서 월러스틴의 논의들은 현재 다시 살펴볼 필요가 충분하다.
Abstract
The recently continuous spread of infectious diseases including COVID-19 raises the issue of the possible collapse of the so-called ‘Anthropocene’ . On the other hand, global capitalism has increasingly widened gaps between the small number of the haves and the majority of the have-nots leading to the crisis of democracy. In this time of the civilizational crisis, we pay attention to the works and insights of Immanuel Wallerstein, who is considered to have been the founder of the world-system analysis. First, in his scholarly works and discussions, he tried to construct an integrated discipline of ‘historical social science’ overcoming the divorce of history and other social-science disciplines. Second, he suggested the worldsystem as the whole to be the proper unit of analysis in research, instead of individual countries or societies. Third, his world-system analysis, which had been influenced by the dependency school, focused on the capitalist world-economy since the 16th century, the modern world-system, which is the historical system composed of the axial division of labor among core, periphery and semi-periphey, the inter-state system of multipolar political and cultural centers, and systemic adjustments as well as hegemonic shifts in the long-term cycles. Antisystemic movements such as the labor-socialist and nationalist movements have arisen since the French Revolution, but they have been unable to overcome the capitalist world-economy. He was even doubtful of the inevitability of historical progress and instead emphasized people’s choices to construct the alternatives in the current chaos. Wallerstein’s discussions have some biases and mistakes. However, his discussions still seem to be very important for seeking alternatives in order to meet today’s civilizational crisis.
