이 논문은 최근 자본주의의 위기와 종언을 논하는 담론 가운데 1980년대부터 자본주의의 종언을 역설해 온 월러스틴의 자본주의관을 고찰한다. 월러스틴은 자본주의의 본질적 특징을 자유로운 시장경제나 임금노동에서 찾는 견해를 비판하고, 자본의 끝없는 축적 자체가 목적이 되어 작동하는 근대 세계체제만이 자본주의라 할 수 있다고 주장한다. 그는 16세기 이래의 근대 세계사에서 끝없는 자본축적을 위한 구조적 조건으로 지리적 위계제와 국가주의, 그리고 독점을 강조한다. 흔히 자본주의를 자유시장경제로 이해하는 통념과 반대로, 그는 자유시장이야말로 자본축적의 치명적인 적이라고 반박하며 오히려 끝없는 자본축적을 위해서는 독점과 국가권력이 필수적이었다고 주장한다. 지리적 팽창과 독점, 국가는 500년간 자본주의 세계체제를 팽창시켜 온 조건이기에, 제국주의는 이 세계체제 500년사의 필수불가결한 일부가 되는 셈이다. 하지만, 500년 동안 성공적으로 작동해오던 자본주의 체제가 생산비용의 장기적 상승으로 결국 한계에 다다랐다는 것이 월러스틴의 진단이다. 그는 오늘날 자본주의 체제가 민중과 자본가 계급 모두에게 부담이 되기에 21세기 중반 경에 종언을 고할 것이라 예측한다. 이 논문은 그의 이러한 진단과 예측이 어느 정도 타당한지를 점검하지는 못한다. 다만 역사 속의자본주의에 대한 그의 개념을 검토하고, 그렇다면 그 대안적인 체제는 어떻게 상상하고 탐구할 수 있을지를 생각해 보고자 한다. 그는 시장을 통한 사회적 조정이 대안적 체제에서도 중요하기에 시장의 가능성을 포기하지 않으면서도 끝없는 자본축적의 우선성을 약화시켜 제거해가는 방안을 제안하는 한편, 대안적 체제의 작동원리로서 금전이 아니라 성과에 대한 만족이라는 다른 형태의 보상체계가 필요하다는 일종의 문명적 전환의 발상을 제시한다.
Abstract
This paper aims to explore I. Wallerstein’s concept of capitalism, focusing on his well-known discourse on the end of capitalist world-system. It discusses the capitalism and globalization that has been critically analyzed in I. Wallerstein’s conception of modernity. He contends that it is an old ideological illusion of many liberals and Marxists that capitalism simply equals wage labor in a market economy. This paper understands his perspective as follows : markets and wage labor had existed long before capitalism and social coordination through markets will outlive capitalism. Wallerstein’s position is unique in that he regards the free market as the mortal enemy of capital accumulation. He emphasizes that the endless accumulation of capital always requires a degree of state protection and market monopoly. Moreover, he contends that a discourse about globalization is a gigantic misreading of current reality and a deception which leads us to ignore the real issues before us. His thesis is that we stand at a moment of transformation, in an age of transition in which the entire capitalist world system will be transformed into something else. He considers our existing world-system to have limitations such that it is not going to survive. One of the structural elements he offers as a possible base of an alternative system is the erection of nonprofit decentralized units as the underlying mode of producing within the system. This paper considers the way his discourse on capitalism may possibly contribute to understanding of our present and future.
