Abstract

The COVID-19 Pandemic shows that infectious diseases are a health security threat that harms the stable functioning of the social community. To respond the health security crisis, cooperation at the global level is essential. Despite their leading role in the global health governance, the US and WHO have been in conflict over the priorities of global health security. The WHO has recently been strongly influenced by political interests among nations rather than health expertise, raising doubts about its unbiased nature as an international organization. This is self-destructive to WHO leadership in the global health governance. Competing with China for hegemony, the US accused the WHO of causing the COVID-19 crisis because of its attitude overly biased toward China. Nevertheless, the main reason for the failure of the US response to COVID-19 is the failure of the Trump administration's health security policy. The Trump administration has reduced or abolished global health security policies established by the Obama administration in the name of cost cutting. This resulted in the failure of the ‘preparedness’ of the health security threats.
