독일의 통일담론에서 ‘민족주의’와 ‘세계시민주의’의 긴장? : 한반도 통일론에 주는 함의를 중심으로

초록

본 연구는 독일의 통일담론에서 ‘민족’과 탈민족적 ‘세계시민주의’ 사이의 긴장을 조명하였다. 독일 진보진영 내의 이견(異見)은 사회발전과 성숙한 민주주의가 시민들 로 하여금 냉엄한 분단질서를 극복하게 하는 원동력이 될 수도 있지만 동시에 민족주 의에 기반한 통일담론과 충돌하여 오히려 이를 약화시킬 수도 있다는 점을 보여준다. 또한 본 논문은 동독의 ‘2 민족 2 국가’론에 대응하여 서독이 ‘1 민족’을 고수하며 ‘2 국가’의 현실 속에서 독일관계를 평화적으로 발전시켜 나갔다는 점을 다루었다. 마지막 장에서는 대한민국의 통일담론에서 ‘민족’과 ‘세계시민주의’의 갈등 양상에 대하여 논의하였다. 학계 일각의 주장처럼 ‘2 국가’로 성급하게 전환하기 보다는 ‘1 민족 1 국가’를 유지하되 그 각론을 유연하게 변경시킬 것을 제안하였다.

Abstract

This research examined the tension between “Nationalism” and “Cosmopolitanism” within German unification discourse. The German case shows that social and democratic development can propel people to overcome the national division. However, at the same time, it can weaken the national unification discourse. Besides, this study reveals that West Germany achieved peace via inter-German exchange and cooperation by balancing the tension between “one nation” and “two states” while discarding East Germany’s “Two Nation-Two states.” The final chapter explores the possible conflict between “Nationalism” and “Cosmopolitanism” in Korean national unification discourse. This research suggests that maintaining the “one nation, one state” principle by allowing compromise in detailed policy seems more appropriate than accepting the “2 states” principle.
