투자협정의 투자증진 효과분석: 한·중·일 투자협정에의 응용

본 연구의 목적은 투자협정의 체결이 과연 얼마만큼의 투자창출효과를 가져오는지를 분석하기 위한 것이다. 분석 결과에 의하면 투자협정 체결 그 자체로는 투자증진에 아무런 영향을 미치지 못하지만, 투자유치국의 개방도는 투자증진에 지대한 영향을 미치는 것으로 나타났다. 이에 본 논문에서는 투자협정의 체결이 의미하는 바가 궁극적으로 정책의 투명성, 행정의 간소화, 법규제 등의 간소화 또는 명료화 등과 같이 투자환경의 개선을 의미하는 것임에 초점을 맞추어, 투자협정 체결과 투자환경 개선을 서로 연결하여 분석하였다. 이러한 분석방법에 따르면, 투자협정을 체결함으로써 투자환경의 개선을 통해 그렇지 않은 국가에 비해 FDI의 흐름이 평균 7.04~8.87% 많을 뿐만 아니라 투자협정의 체결로 투자환경을 개선하였을 경우, 투자협정 당사국 이외의 타국으로부터도 투자협정을 체결하지 않은 국가에 비해 FDI 유입이 평균 5.02~5.5% 높다는 것을 발견하였다. 이와 같은 분석결과를 최근 논의가 시작되고 있는 한ㆍ중ㆍ일 투자협정이 체결되었을 경우를 상정하여 원용하였을 경우, 한ㆍ중ㆍ일 투자협정의 체결로 인한 투자환경의 개선 등으로 말미암아 추가적인 對韓 투자는 역내국가(중국, 일본)로부터 최소 100.2백만 달러, 최대 126.7백만 달러 증가하고, 여타국가로부터 최소 490.3백만 달러, 최대 539.4백만 달러 증가할 것으로 예상되었다.
Abstract
The paper analyzes how investment treaty affects investment creation. Analysis results show that investment treaty could not directly affect the increase in investment with the form of investment agreement contradicting and the opening of investment treaty countries have increased a great deal of investment. Contracting the investment agreement means to ultimately improve the investment environment such as policy transparency, simplification of administration, and the simplification or the clearness of law regulation. Thus, this paper also focuses on the relation between contracting the investment treaty and the improvement of investment environment. According to these analyses, investment treaty contracting increases foreign direct investment(FDI) inflow by 7.04~8.87% on average through the improvement of investment environment compared to the countries that do not improve the investment environment. Also, it shows that the FDI inflow from other countries than the investment agreement country is 5.02~ 5.5% higher on average than countries that did not contract investment treaty when investment environment was improved.
