성평등 분야의 개발협력 파트너십: 모잠비크 여성단체의 사례를 중심으로

본 연구에서는 모잠비크의 주요 여성단체가 개발 파트너들인 젠더 영역의 풀뿌리단체, 국제기구, INGO, 정부부처와 구축한 파트너십을 조명하였고, 여 성단체 중 Fórum Mulher, WLSA, Muleide을 선정하여 개발 파트너십 구축 과 정과 파트너십의 특징 및 한계에 대해서 분석하였다. 모잠비크 여성단체의 파 트너십 사례에서 나타난 주요 특징은 여성단체 상호연대 및 네트워킹, 여성단 체에 대한 역량강화 및 사업 파트너십, 재정지원을 위한 파트너십으로 요약되 었다. 그리고 이러한 파트너십의 한계로 수도권 기반의 주요 여성단체들과 농 촌 기반 소규모 여성단체 간 파트너십 기회의 불균형, 여성단체들의 공여 기 관 및 INGO에 대한 높은 재정 의존도, 재정 파트너십의 지속성 여부를 주목하 였다. 여성단체들의 파트너십 분석에 기반해서 궁극적으로 한국의 ODA 사업 에 적용할 수 있는 성평등 분야의 개발협력 파트너십에 대한 시사점을 도출하 고자하였다. 모잠비크의경우, 여성단체간조직및사업역량의격차가크므 로 개발 파트너십은 이러한 격차를 줄이는 방향으로 추진되어야 한다. 또한 농촌과 도시 소재 여성단체들에 대한 지역적 균형을 고려한 파트너십, 취약한 여성단체들에 대한 역량강화 및 재정지원을 포함한 파트너십, 외부의 재정 후 원기관과 여성단체 간 수평적 파트너십을 제언하고자 한다. 아울러 장기적인 관점에서 지역 기반 여성단체와의 파트너십을 통해서 성평등 분야 ODA 사업 을 확대하고 다각화해 나가야 할 필요가 있다.
Abstract
This study examines partnerships between women's organisations in Mozambique and development partners such as international organisations, international non-governmental organisations (INGOs), and government ministries. We selected Fórum Mulher, WLSA and Muleide, which are leading women's organisations in Mozambique, to illuminate the process of establishing a development partnership and to examine the characteristics and limitations of their partnerships. The main characteristics were summarised as: partnerships for mutual solidarity and networking among women's organisations, capacity-building support, and financial support. In addition, limitations of such partnerships were identified as the imbalance of partnership opportunities between major women's organisations in the metropolitan area and small women's organisations in rural areas, high financial dependence on donor organisations or INGOs, and whether the financial partnership is sustainable. Based on our analysis we have drawn implications that can be applied to Korea's official development assistance (ODA) projects in the field of gender equality. In the case of Mozambique, a significant gap exists between the organizational and business capabilities of women’s organisations, therefore, development partnerships should be structured in a way that this gap is narrowed. Moreover, it is suggested to strive for regional balance in the process of establishing partnerships between urban and rural organisations; to offer financially and capacity building support for women's organisations with a weak base; and to establish a horizontal partnership in nature between external financial support organisations and women’s organisations. From a long-term perspective, it is recommended that Korea’s ODA projects in the field of gender equality be expanded and diversified through a partnership with local women’s organisations.
