젠더마커 기준에 따른 한국 성평등 ODA의 특징과 한계

젠더마커는 모든 공여국이 OECD DAC에 제출할 때 젠더관련 사업을 보고하는 기제로서, 성평등 ODA 사업을 객관적으로 평가할 수 있는 장치이다. 한국은주요 시행기관 뿐 아니라, 다양한 정부부처에서도 ODA를 시행하고 있을 정도로 ODA를 시행하는 기관이 다양한 가운데, 대부분의 실무자들은 성평등 ODA 사업에 대한 이해와 젠더마커 기준에 대한 이해가 부족하다. 이 연구에서는, 이러한 국내 현실을 반영하여 첫째, 젠더마커에 대한 기본 개념과 젠더마커 기준으로 본 한국 성평등 ODA의 현황, 둘째, 한국의 원조 분야 중 젠더마커로 기입된 성평등 사업의 비중과 세 분야 사업의 9개 사업 사례분석을 통해 젠더마커1점 및 2점 사업간 내용의 차이점, 셋째, 젠더마커를 기입하는 실무자들의 젠더마커에 대한 인지도를 살펴보았다. 이같은 분석을 통해 한국 성평등 ODA 사업에서 나타나는 특징이 무엇이며, 젠더마커로 밝혀진 성평등 ODA 사업 특징에서 나타나는 문제점과 한계는 무엇인지를 파악하고자 하였다
Abstract
The gender equality policy marker (hereinafter “gender marker”) indicates to what extent a development project pursues the objective of promoting gender equality, women's rights, and reducing discrimination and inequality between women and men, and girls and boys. It is defined as a purely statistical indicator that supplies important information for policy makers. While numerous organizations in South Korea carry out ODA projects, however, practitioners lack understanding on the concept and contents of the gender equality ODA and standards for evaluating their projects against gender marker. This study aims to examine basic concepts and standards for gender marker and the characteristics of the South Korean gender ODA, analyzes South Korea’s gender-related ODA in light of gender marker 1 and 2, and investigates South Korean practitioners’ awareness on the standards and application of this marker. Based on these analysis, this research study identifies the characteristics and limitations of South Korea’s gender-related ODA.
