본 연구는 고용서비스가 장애인의 취업결정에 영향이 있는지를 밝히는 데 있다. 분석에는 장애인고용패널조사 1-5차년도 자료가 사용되었다. 분석방법은 준모수적 집단 중심 접근방법(semi-parametric group based approach)을 적용하고 잠재계층 추정모형은 로짓모형을 사용하였다. 장애인의 경제활동 변화 형태에 따라 4개의 잠재계층이 도출되었으며 이들은 미취업 집단, 취업 가능성이 낮은 집단, 취업 가능성이 증가하는 집단, 취업유지 집단으로 구분되었다. 고용서비스의 효과를 검증한 결과, 고용서비스를 경험한 장애인이 미경험자에 비해 상대적으로 미취업 집단보다 취업 가능성이 낮은 집단과 취업 가능성이 높은 집단에 속할 가능성이 더 높은 것으로 나타났다. 이러한 결과에서 고용서비스는장애인의 취업 가능성을 높이는 데 기여하고 있음을 확인하였다. 끝으로 분석결과를 토대로 장애인 고용서비스의 취업 가능성을 높이기 위한 제언을 제시하였다.
Abstract
The purpose of this study is to analyze effect of employment services forpersons with disabilities on the probability of getting employment. The dataanalyzed was extracted from Panel Survey of Employment for persons withdisabilities and released by Korea Employment Agency for the Disabled. Themethodologies used in the study is semi-parametric group based approach. Because dependant variable has dichotomous scale, logit model was used. Theresults identified four latent classes, which could be defined based on thepatterns as follows; unemployed group, lower group of probability of gettingemployment, higher group of probability of getting employment, employmentretention group. The effects of the employment services variables on the latentclasses was tested by multinomial logit analysis. As a result, the probability thatpersons with disabilities who received employment services belonged lower andhigher group of probability of getting employment would get a job was higherthan that of people with disabilities who did not received the services belongedunemployment group. Finally, the implications based on analysis results weresuggested.
