고용서비스에 대한 기존 연구는 고용서비스가 취업확률에 어떠한 영향을 주는지에 관해 일관적인 결론을 내리지 못하고 있다. 이에 더해 왜 고용서비스에 부정적 효과가 있는지에 대해서는 이론적인 논의가 부족하였다. 이 논문은 고용서비스가 취업확률을 낮춘다는 발견은 선택효과(selection effect)와 자료상의 문제로 인한 것이라는 점을 보여준다. 또한 이러한 문제를 완화시키기 위해 이전 시기 경제활동상태를 통제해야 한다고 주장하며, 반사실적 개념에 기초한 성향점수매칭(propensity score matching) 방법을 1-5차 장애인고용패널 자료에 적용하여 고용서비스 효과를 분석한다. 이전 시기 경제활동상태별로 고용서비스 효과를 살펴보면, 취업상태에 있던 장애인들에게서 고용서비스는 취업확률을 낮추는 것으로 나타났다. 하지만 이러한 부정적 효과는 대부분 선별효과이거나 자료상의 문제일 것이라고 주장하였다. 고용서비스는 실업장애인의 취업확률에 영향을 주지 못하였으나 비경제활동장애인의 취업확률을 높였다. 고용서비스의 하위항목인 취업알선서비스의 효과를 살펴보면 취업상태 장애인에게는 여전히 부정적인 효과를 보이고 있었다. 하지만 실업상태 장애인에게는 긍정적인 효과가 있어 약 10%정도 취업확률을 높이는 것으로 나타났다. 마지막으로 비경제활동장애인에게도 긍정적인 취업알선서비스 효과를 발견하였다.
Abstract
One of the most controversial findings on research of persons with disabilities is the effect of employment services by government or public institutions. Some studies reported negative effects of employment services on the probability of getting a job but those studies invariably failed to provide underlying theoretical mechanisms. This study attempts to show that the negative effect stemmed from selection bias and data artifact rather than reflecting genuine negative effect. Particularly, previous studies failed to adjust for employment status in a previous year that most strongly predicted probability of taking employment services in the following year. To address these shortcomings in the literature, this article analyzes 1 through 5 waves of the Panel Survey of Employment for Persons with Disability (2008-2012) using the counterfactual framework via propensity score matching. The results can be summarized as follows. The effect was found negative for people who had a job in a previous year, which reflects selection effect and data artifact because only those at risk of unemployment would seek for employment services. Employment services did not show distinguishable effect for the unemployed but they had strong positive effect for persons out of labor force. Further analysis on the effects of job placement services, which is a subcategory of employment services, reveals that those services to the unemployed increased probability of getting a job by 10 percent. Finally, job placement services were highly conducive to getting a job for persons out of labor force.
