패널데이터를 활용한 장애인 고용서비스의 취업 및 임금효과 분석

장애인에게 취업은 노동시장에서의 지위 확보 그 이상의 의미, 즉 생존권과 노동권의확보, 그리고 사회적 차별의 제거라는 중요한 의미를 갖는다. 본 연구에서는 국가에서 제공하는 고용 및 직업재활서비스가 장애인의 취업 및 임금에 미치는 효과를 장애인고용패널 1-4차년도 자료를 사용하여 실증적으로 분석하였다. 고용 및 직업재활서비스의 노동시장 성과를 심층적으로 분석하기 위해서 단순히 서비스 참여 여부에 따른 노동시장의성과를 조사한 것이 아니라 서비스를 유형별로 분류하여 서비스 유형별 효과를 분석하였다. 고용서비스의 취업효과분석을 위해 패널로짓모형을, 고용서비스의 임금 효과를 조사하기 위해 고정효과모형(Fixed Effect Model) 및 확률효과모형(Random Effect Model)을 활용하여 내생성문제를 고려한 인과추론을 시도하였다. 연구 결과 본 연구의 처치변수인 장애인 고용서비스 참여 여부는 취업 확률과 임금 수준 모두에 유의한 영향을 미치지 않는 것으로 나타났다. 또한 고용서비스를 하위 유형별로 분석해 본 결과 직업지도,직업적응 및 능력 개발 훈련, 직업 배치, 보조기기 및 인력지원, 융자금 지원 등의 모든하위 유형이 취업 확률에 유의한 영향을 미치지 않는 것으로 나타났다. 고용서비스의 임금 효과 분석에서는 서비스 하위 유형 중 융자지원만이 임금 수준에 유의한 정적영향을미치는 것으로 나타났다. 반면 근로지원과 보조공학 지원 서비스의 경우 오히려 임금 수준을 낮추는 변인인 것으로 드러났다. 이러한 분석 결과에 기초하여 본 연구는 장애인의개인 특성과 지역사회의 직무분석에 기초한 맞춤형 고용서비스를 계획하고 제공하는 것이 장애인의 경제적 자립을 이끄는 초석이 될 것임을 제안하는 바이다.
Abstract
This study examined the effect of the vocational rehabilitation services on the probability of obtaining job and the amount of salary for individual with disabilities. The data analyzed was extracted from Panel Survey of Employment for the Disabled and released by Korean Employment Agency for the Disabled. Fixed and Random Effect Panel Logit Model was used to analogize the effect of vocational rehabilitation services on the probability of obtaining job. In order to examine the effect of vocational rehabilitation services on the amount of salary,Fixed and Random Effect Panel Linear Model was utilized. The results of this study are as follows; First of all, the experience of vocational rehabilitation services has no statistical significant impact on both the probability of obtaining job and the amount of salary. In addition, no sub-types of vocational rehabilitation services significantly predicted the probability of obtaining job. In case of effect on amount of salary, Financial Support Service positively predicted the amount of salary, and Personal Support Services and Assistive Technology Service negatively predicted the amount of salary. Some useful policy implication was suggested and discussed.
