연구문제/목적: 장애인일자리사업의 성과를 평가해 보기 위하여, 사업의 비용과 편익을 화폐가치로 환산하여 그 경제적 효과성을 파악하는 비용편익분석을 수행하는 것이다. 연구방법: 2022년도에 실시된 장애인일자리사업의 유형별(일반형, 복지형, 특화형)로, 계량화가 가능한 항목의 비용편익분석을 회계적 관점에서 화폐가치화하여 편익/비용의 비율을 산출하여 경제적 타당성을검토하였다. 비용편익분석의 관점은 사회전체적 관점을 적용하였다. 연구결과: 분석결과, 장애인일자리사업 전체의 경제적 타당성은 확보된 것으로 나타났다. 유형별 비용편익분석 결과, 복지일자리 사업과 발달장애인 요양보호사 보조사업은 비용 대비 편익의 비율이 높아 경제적 타당성이확보되었으며, 일반형 일자리 사업과 시각장애인 안마사 파견사업은 비용 대비 편익의 효과가상대적으로 낮은 것으로 나타났다. 결론/시사점: 비용 대비 편익 비율이 낮은 사업에 대해 비용요인을 재조정하거나 편익요인으로 추가할 만한 요인을 고려하여 해당 사업의 효율성 개선을 위한 보완책 마련이 요구된다.
Abstract
Purpose/Objectives: In order to evaluate the performance of the Job Creation Project for People with Disabilities, a cost-benefit analysis (CBA) was conducted to determine the economic effectiveness of the project by converting the costs and benefits of the project into monetary values. Method: Each type of the project was selected as the target of analysis, and the costs and benefits were estimated in monetary value for each type selected for analysis. The scope of analysis was set as the project in 2022. Results: The results of the analysis showed that the economic feasibility of the project was secured. The Welfare Jobs for people with disabilities and the Assisted Caregivers Jobs had a high cost-benefit ratio, which indicates that the economic return rate is secured, while the General Jobs and the Specialised Masseurs for people with visual impairments have a somewhat lower cost-benefit ratio. Conclusion/Implications: For businesses with a low cost-benefit ratio, it is necessary to consider factors that can be reassigned to cost factors or added to benefit factors to improve the efficiency of the business.
